Adult Protective Services (APS) is mandated by the State of New York to provide social, legal and protective services to individuals 18 years of age and older, who because of mental or physical impairments are unable to meet their essential needs for food, shelter, clothing, or medical care, secure benefits and entitlements or protect themselves from physical or mental injury, neglect, maltreatment, or financial exploitation; are in need of protection from actual or threatened harm, neglect or hazardous conditions; and have Ila one available who is willing and able to assist them responsibly.
APS establishes appropriate safeguards to protect a given individual's resources, safety or health, and stabilizes the situation. APS ensures that medical and psychiatric services, financial management, home care, legal services and as a last resort, institutional placements are provided. The Contract Unit is responsible for the development, implementation, and monitoring of 11 APS contracts. *Additional contracts may be added based on program needs.
APS is requesting to recruit one (1) Administrative Staff Analyst NM II to function as Director of Contracts who:
Under the direction of the Executive Director of Support Services and with broad latitude for independent judgment, initiative, and decision-making, the Director of APS Contracts is responsible for the development of new contracts and for overseeing all aspects of APS contracting operations. Responsibilities include analyzing program needs, determining when services should be contracted out, developing proposal guidelines and selection criteria, and assessing prospective vendors’ capacity to deliver required services. The Director develops and implements performance standards and monitoring tools, oversees evaluations of vendor performance, ensures compliance with contractual obligations, and guides analysts engaged in contract management activities.
- Plan and manage the activities of a group of analytical personnel who are engaged in contract development and monitoring. Oversee analysis of APS contracting needs; preparation of Requests for Proposals (RFPs) and Requests for Awards (RFAs); review and analysis of contractor data and reports; and the conduct of field observations, surveys, and audits to assess vendor performance.
- Develop proposal guidelines and selection criteria for new contract initiatives. Direct the preparation of RFP packages; arranges and conducts Bidder’s Conferences; and prepares related documentation. Coordinate the review, scoring, and evaluation of proposals and participates in the final selection of contractors.
- Serve as primary liaison to the HRA Agency Chief Contracting Officer, Office of Legal Affairs, Office of Budget Administration, Office of Management and Budget, Mayor’s Office of Contract Services, and other oversight bodies. Prepares and submits required documentation and responds to inquiries from oversight agencies. Represent APS and HRA at meetings related to contract matters.
- Lead negotiations of contract budgets and program procedures following contractor selection. Oversees negotiations for contract modifications and renewals.
- Serve as primary liaison with contractors regarding budget or program modifications, case assignment changes, staffing issues, and the resolution of complaints. Provide direction on technical assistance to contractors to ensure compliance and program quality.
- Design and manage implementation of audit and monitoring tools used by analysts to evaluate contractor performance, compliance, and effectiveness.
- Oversee the preparation of contractor performance evaluations by contract staff. Review and issue reports on contractor activity, program outcomes, and compliance status.
- Direct the development and implementation of corrective action plans in response to internal and external audits, reviews, and evaluations of APS contracts.
ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Demonstrate analytical and critical thinking skills with the ability to interpret complex contractual issues and implement effective, solutions-driven strategies. - Experience managing both human services and non–human services contracts across diverse program areas. - Skilled in proposal development, procurement processes, and vendor selection, ensuring compliance and optimal service delivery. - Experience in budget development, monitoring, and modification processes, with a strong focus on accuracy and fiscal responsibility. - Strong interpersonal skills with the ability to provide creative, effective leadership and to work independently or collaboratively to advance organizational goals. - Exceptional communication abilities, including clear, professional verbal, written, and presentation skills. - Adept at managing multiple priorities and performing effectively in fast-paced, high-volume environments. - Proficient in HRA contract systems, including PASSPORT, with the ability to quickly learn and navigate other agency-specific platforms.
