The successful candidate will serve as the Director, 911 Technology Operations reporting to the Executive Director, Public Safety Operations in the Public Safety & Emergency Management division. The Director, 911 Technology Operations will provide the day-to-day leadership and management of the Public Safety Operations 911 Call Center Call Handling, Logging and Recording, CAD, AV, and telephony portfolio of services and technology environments. Closely collaborating with the City of New Yorks Police Department (NYPD), Fire Department (FDNY), Citywide Administrative Services (DCAS), and other agencies is a critical aspect for this role.
Responsibilities will include:
- Oversee the management of technical operations groups involved with the day-to-day management of Public Safety systems and infrastructure;
- Oversee and guide technical operation of Public Safety Call Handling, Logging and Recording, CAD, AV, and telephony portfolio of services and technology environments;
- Implement practices and policies governing operation and support of Public Safety Services;
- Manage overall IT Operation and Support models applied to all areas of the Public Safety 911 Technology Operations portfolio;
- Develop and execute strategies that improve Public Safety Infrastructure reliability, up-time and resiliency that meet mission-critical standards;
- Develop and promote collaboration between operational and support groups within the 911 Technology Operations organization, as well as between agencies;
- Oversee the Public Safety IT vendors;
- Oversee senior level technical managers and staff;
- Assure technical data and related operational reporting for management are current and accurate;
- Oversee special projects and initiatives as assigned.
HOURS/SHIFT
Day - Due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or evenings.

A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
The successful candidate should have the following: - 10+ years’ experience with Public Safety infrastructure, systems, applications and related technologies - 10+ years’ experience in vendor management - IT professional who has managed Public Safety support staff - Experience in communications routing, transport and delivery (Wireline, Wireless and VoIP) - Substantial knowledge of networking hardware and topologies - Substantial knowledge of telecommunication cabling standards, ability to pull and terminate cabling in a variety of customer environments - Substantial Knowledge of computing systems and hardware - Experience with call routing, selective routing, trunking and location-based routing - Ability to follow detailed job documents - Experience with DMS and ACD systems - Experience with ANI / ALI services and functionality - Experience with 9-1-1 Call Handling Systems - Strong demonstration of negotiation and conflict management skills - Excellent verbal and written communication ability with strong visual presentation skills - Excellent leadership and organizational skills in an aggressive timeframe ability to be a systems thinker, attention to quality, and relationship/team building ability to interact effectively with technical staff, project managers, and functional managers - Experienced in interfacing with executive level management and giving senior level presentations - Experience using documentation tools (MS Excel, MS Visio, MS Word, Etc.) - Experience working with or for New York City government agencies
