Job Description

The New York City Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. The Department of Probation is seeking an ADA Compliance Specialist with expertise in web development to ensure our digital products comply with the Americans with Disabilities Act (ADA), Web Content Accessibility Guidelines (WCAG), and other accessibility standards. This role is critical in making our websites, applications, and digital assets inclusive for all users, including those with disabilities. The DIO serves as the main point person within the agency on digital accessibility and as the liaison with OTI and MOPD on digital accessibility issues. The DIO acts as an accessibility advocate within the agency. Duties and responsibilities include, but are not limited to, the following:

-Work with OTI, MOPD, and their agency’s leadership to identify a list of digital assets that will be prioritized for accessibility enhancements.

-Monitor samples of outgoing communications including emails, social media posts, electronic documents, and videos and test them for accessibility to ensure consistency in the overall accessibility of outgoing communications. Where problems are found, recommend corrective actions.

-Be the agency’s subject matter expert whenever new Information and Communication Technology is being considered for production or procurement. They would also work with MOPD and OTI to ensure appropriate language related to accessibility requirements is included in all procurement documents and to ensure the resulting ICT is indeed accessible upon launch.

-Identify training needs within the agency and collaborate with OTI and MOPD to organize trainings for staff.

-Collect and share data with MOPD for the bi-annual report required by Local Law 26.

-Conduct accessibility audits and evaluations of websites, applications, and digital content to ensure compliance with MOPD and ADA requirements.

-Collaborate with developers, designers, and content creators to implement accessible design and coding best practices.

-Provide remediation plans, code-level recommendations, and alternative solutions to improve accessibility.

-Utilize accessibility testing tools (e.g., axe, WAVE, Lighthouse, JAWS, NVDA) to identify barriers and optimize digital experiences.

-Stay up to date with legal and regulatory updates related to digital accessibility.

-Assist in usability testing with individuals with disabilities to gather real-world feedback.

-Strategize, execute, oversee, evaluate, and enhance DOP external websites as well as internal intranets and SharePoint sites.

-Collaborate on content audits to remove redundant or duplicate information.

-Ensure compliance with all laws, regulations, and accessibility guidelines.

-Collaborate with team members on various digital initiatives.

-Assist in developing and maintaining trackers and the internal unit/division SharePoint site as required.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

Preferred standards knowledge: -Strong knowledge of HTML, CSS, JavaScript, and ARIA (Accessible Rich Internet Applications) best practices. -Experience with accessibility testing tools (e.g., WAVE, axe DevTools, Siteimprove, JAWS, NVDA). -Familiarity with CMS platforms (e.g., WordPress, Drupal, Opentext, etc) and their accessibility challenges. -In-depth understanding of WCAG 2.1/2.2, Section 508, and ADA compliance. -Experience with designing and auditing PDFs, videos, and multimedia for accessibility. -Certification in CPACC, WAS, or DHS Trusted Tester. -Experience working in government, healthcare, finance, or e-commerce industries with ADA compliance needs. -Experience with mobile app accessibility (iOS and Android). -Ability to provide code fixes and development support for accessibility improvements -Ability to meet deadlines, work independently, and collaborate effectively within a diverse environment, engaging with various personalities and levels of seniority -Simplify complex information, present findings, and offer actionable recommendations -Upload & Update webpages/website content and review, strong troubleshooting and analytical abilities -Knowledge of web analytics and SEO -Exceptional time management skills and the capacity to handle multiple tasks simultaneously -2+ years as a Webmaster or Web Developer - Proficient in HTML/CSS, XML - Proficient in Microsoft Office - Programming experience in HTML5 is an advantage Preferred website and SharePoint development knowledge: -Strong knowledge and understanding in SharePoint Online and/or SharePoint server. -Ability to apply, maintain, and manage permissions (including users, groups, and categories, e.g., Project, Resources) - Able to demonstrate experience that includes a heavy focus on Portal, Collaboration, ECM, Enterprise Integration and Architecture with a specific focus on SharePoint -Experience building custom SharePoint web parts and SharePoint customizations using site definitions, custom content types, features and solution packages. -Understanding of current and emerging Cloud infrastructure technologies and practices and how other organizations are employing them and the ability to identify and act on opportunities for continuous improvement -Strong knowledge with Cloud technologies such as Azure and Microsoft 365 -Microsoft Certified Professional Developer (MCPD) preferred. -Excellent analytical, strategic conceptual thinking, planning, and execution skills.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
