The Office of Fiscal Operations is DSS/HRA/DHS’s primary payments and accounting office, and the core responsibilities are carried out through the operations of the Bureau of Accounts Payable (BAP). As the Agency’s primary payment office, BAP issues authorized payments to service providers for services delivered to DSS/HRA/DHS clients, payments to vendors providing services to DSS/HRA/DHS and reimbursement to employees for business related out of pocket expenses incurred in the delivery of services. The bureau handled over 40,000 payments over $10 billion in FY2022.
The Finance Office / Bureau of Claims and Reimbursement (BCR) is seeking to fill a vacant Associate Staff Analyst position recruiting for an Associate Staff Analyst to function as a Department of Homeless Services (DHS) Claiming Analyst. Under the direction of the Director of the Bureau of Claims & Reimbursement, the incumbent will serve as the primary administrative analyst for all DHS claims. The DHS Claiming Analyst is responsible for tracking of all administrative expenses associated with the Department of Homeless Services through FMS, by monitoring expenditures to ensure that all reimbursable costs are claimed.
- Work with the ORACL Unit to ensure proper claiming of expenses.
- Oversee advances and recoupments of programmatic expenses for HRA.
- Using various sources of financial data (Paytrace, CPR, FMS), identify advances and recoupments in the monthly report.
- Adjustments are made for Advances to ensure that advances are not claimed for until the services are performed.
- Analyzes recoupments to determine how they should be claimed.
- Troubleshoot, uncover, and resolve problems.
- Adjustments for advances and recoupments are logged into the ORACL System.
- ORACL’s output is used by the claim preparers to prepare claims
- Track and monitor outstanding advances/ recoupments to ensure that all reimbursable advances/recoupments are claimed.
- Corresponds with Accounts Payables to inquiry about various expenses
- Prepare and maintain financial analyses for management.
- Gather and analyze data needed for the preparation of claims.
- Prepare claims using NYS ACS (Automated Claiming System).
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
- Strong analytical skills including preparing various qualitative and quantitative analysis. - Dealing with various software applications such as: FMS, ORACL, PACSWEB etc. - Basic computer skills such as Microsoft office (excel, word, access). - Prepare analyses of OTPS and PS expenditures. - Supervisory skills.
