The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS’ Division of Preventive Services (DPS) is a beacon of support to families by connecting them to community-based resources. DPS works to provide (a) resources that maintain the safety and well-being of families, and (b) guidance and resources to our contracted providers to strengthen their ability to assess and address the service needs of families.

The Research and Innovation Team, within DPS, oversees a portfolio of multi-stakeholder prevention strategy, improvement, research, and innovation projects. The team also lends project management support to cross-divisional teams with expertise in a wide range of topic areas to design and implement projects. This includes a mix of service providers, legal, finance, procurement, compliance, policy/regulation (city, state, and federal), technology, and data analysis stakeholder groups.

DPS is seeking an outstanding candidate to serve as a Design and Strategy Associate. Under the supervision of the Executive Director of Strategic Initiatives, with latitude for independent decision-making, the primary responsibilities of the Design and Strategy Associate will include, but will not be limited to:

- Facilitate co-design activities and strategy sessions and foster buy-in among participants.
- Engage a wide range of stakeholders such as families, providers, internal leadership, and members of partner city agencies to collect relevant data and insights.
- Create various data collection tools, such as surveys, polls, interview or focus group guides in partnership with key stakeholders.
- Visualize data into deliverables such as presentations, user stories, process maps, and journey maps to creatively reflect feedback from multiple stakeholders and translate findings into actionable recommendations
- Co-design tailored provider, family, and ACS-facing materials that reflect consistent messaging and branding.
- Think creatively about how to advance strategic priorities.
- Center the lived experience of children, youth, and families, as well as the perspectives of providers, ACS staff, and advocates in projects.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Strong understanding of human-centered design, co-design, service design, community-based participatory research, or similar frameworks and methods - Mastery of presentation slides, data visualization software, maps and memos. This includes leveraging visualization tools to present information in a way that drives evidence-based decision making by developing intuitive static and interactive data graphics - Ability to adapt content and approach to different audiences - Flexibility, openness to new ideas, and comfort with iterative processes - Consistently take initiative to support other team members - Deep commitment to social justice and anti-racist practices - Successful communicator who is comfortable soliciting feedback in large, varied audiences and settings - Experience with and comfortable using the following computer programs: Microsoft Office Suite (Word, Outlook, Excel, Teams, Power Point, Publisher, Visio, IE) Adobe Acrobat Google Workspace (Docs, Sheets, Forms, Chrome) Survey Monkey (or other survey program), Miro, Tableau, Figma, Airtable.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
