About BWT
The Bureau of Wastewater Treatment (BWT) operates and maintains critical wastewater infrastructure across all five boroughs, including 14 Wastewater Resource Recovery Facilities, over 90 pumping systems, combined sewer overflow facilities, and more. BWT is undergoing a digital transformation focused on four pillars: SCADA Support and Development, IT Support and Cybersecurity, Asset Management, Application Development. This transformation aims to modernize operations and improve resilience, efficiency, and data-driven decision-making.

The Deputy Section Chief of SCADA Support will assist the Section Chief in overseeing the installation, operation, and maintenance of SCADA systems and telemetry infrastructure across BWT facilities. This role supports the leadership of a technical team responsible for ensuring system performance, cybersecurity, disaster recovery preparedness, and the lifecycle management of SCADA hardware and software. The Deputy will coordinate closely with internal teams including IT, Engineering, and SCADA Development, ensuring alignment with operational goals and compliance standards. This position also serves as acting Section Chief when required and contributes to strategic planning and process improvements.

Key Responsibilities will include but limited to:
- Assist the Section Chief in managing the SCADA Support team’s daily operations, workload distribution, and staff performance.
- Oversee SCADA system monitoring, alarm handling, maintenance activities, and resolution of operational incidents.
- Help ensure system uptime through timely patching, updates, and proactive maintenance of SCADA components.
- Support control and documentation of changes to HMI, PLCs, servers, and SCADA network configurations.
- Collaborate with networking teams to maintain secure and reliable SCADA communications infrastructure.
- Assist in overseeing the imaging, deployment, inventory, and lifecycle of SCADA servers, workstations, and related hardware.
- Aid in implementing and enforcing cybersecurity standards, including access controls, antivirus protocols, and secure remote access.
- Manage vendor interactions and support remote tools in accordance with approved security and operational procedures.
- Maintain system architecture diagrams, standard operating procedures, known issues logs, and maintenance records.
- Work closely with SCADA Development and Engineering teams while mentoring staff and promoting a collaborative, customer-focused culture.

Minimum Qualifications

1. A baccalaureate degree in computer science, engineering or a related field from an accredited college and four years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure; or

2. Eight years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure;

3. Education and/or experience which is equivalent to "1" or "2" above.


Preferred Skills

- SCADA Expertise: Strong understanding of SCADA architecture, HMI, PLCs, and telemetry systems. - Network/Cybersecurity: Proficiency in managing SCADA networks and implementing security best practices. - PLC & Diagnostics: Ability to program/troubleshoot PLCs and diagnose communication/system issues. - System Administration: Experience with Windows Server, virtualization, backups, and imaging. - IT/OT Integration: Familiarity with bridging OT field systems and enterprise IT networks. - Change Management: Skilled in version control, deployment processes, and documentation. - Collaboration: Comfortable working with developers, engineers, and end users to implement system improvements. *** Driver License Requirement: A valid New York State driver’s license is required and must be maintained for the duration of your employment.***
