ORGANIZATIONAL PROFILE: The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor and Deputy Mayor of Public Safety on public safety policy and is the Mayor’s representative to the courts, district attorneys, defenders, and state criminal justice agencies, among others. The office designs, deploys, and evaluates citywide strategies to drive down crime, reduce unnecessary arrests and incarceration, and improve the system’s fairness. MOCJ works with law enforcement and city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.

The Deputy Executive Director will assist in the development and implementation of strategies pertaining to arrest procedures and bail that reduce pretrial incarceration. Reporting to the Executive Director of Pretrial Services, the Deputy Executive Director will assist in the leading of a portfolio of programs designed to reduce pretrial detainment, improve outcomes for justice-involved people, and contribute to meaningful reforms of the criminal justice system. The ideal candidate will have experience in direct social services and/or criminal justice, community engagement skills and experience, and an entrepreneurial capacity to coordinate the diverse set of constituencies and strategies needed to execute large scale change.

The Deputy Executive Director will report to the Executive Director of Pretrial Services. Among the tasks that the Deputy Executive Director will need to execute are:

- Directing ongoing work related to pre-trial services, including the organizing of meetings, dissemination of research and policy briefings, administration of program data and other reporting, & documentation of outcomes;
- Assisting with the development of multi-agency strategies focused on alternatives to pretrial detention;
- Reviewing communication materials and strategies to advance MOCJ goals and report on progress, including web, social and traditional media engagement;
- Organizing and managing opportunities for public engagement and participation in the City’s efforts;
- Managing the implementation, monitoring and tracking the City’s strategies towards the reduction of the incarcerated pretrial population, for both internal and external reports on progress and alignment with long-term goals;
- Cultivating and maintaining excellent relationships with stakeholder groups, other government agencies, community non-profits, advocates, family members, and justice-involved individuals;
- Representing MOCJ at meetings with community-based, governmental, and business entities, among others;
- Providing administrative support as needed, including contract management, preparation of meeting materials, and other duties as assigned.


Minimum Qualifications

- A BA in relevant field required with a Master’s Degree preferred, plus minimum six years of full-time professional experience in criminal justice, social work, mental health, or a related field;

- A thorough knowledge of the NYC criminal justice system, related community treatment, support services and resources;

- Ability to provide thought leadership on behavioral health needs, criminogenic needs, and other areas of emerging concerns affecting pretrial populations.

- Excellent organizational, time management, and multi-tasking skills, including the ability to take initiative, problem solve, prioritize duties, balance competing priorities, work independently and with teams in a fast paced environment, pay close attention to detail, meet deadlines and work well under pressure;

- Strong interpersonal and leadership skills, including ability to effectively lead and facilitate meetings involving diverse groups of stakeholders;

- Effective oral and written communication skills, including skill at public speaking;

- Proven ability to establish and maintain effective working relationships and capacity to work both independently and cooperatively to implement key strategies.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
