The New York City Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) is recruiting a Deputy Executive Director (DED) of Payroll Operations.
The scope of responsibility of this position is extensive, with complete authority to carry out Payroll Operations activities for FISA-OPA, initiate and implement Citywide payroll policy and impact payroll processing.
The DED of Payroll Operations is responsible for these groups within FISA-OPA: Payroll Customer Service, Payroll Banking and Accounting, Pay and Deductions Analysis, Citywide Maintenance and Integrity and Citywide Systems Business Analysis.
The DED of Payroll Operations is the Chief Payroll Officer for the City of New York and is responsible for administering and disbursing over ten (10) million payroll checks, with a total dollar value approximating $34 billion dollars.
The DED of Payroll Operations will be responsible for the management and oversight of:
- Proper withholding of payroll taxes;
- Remittance of Federal, State and Local payroll withholding taxes to taxing authorities;
- Maintenance of City employees’ individual earnings records (W-2 statements and adjustments);
- Reconciliation of payroll bank accounts and FMS balance sheet accounts;
- Filing tax and FICA refund claims for overpayment;
- Funding payroll accounts;
- Processing and disbursing court and administrative ordered payroll deductions;
- Disposition of elective payroll deductions;
- Cancelling and replacing paper checks;
- Administering the City’s Transit Benefit/Commuter Benefit Program;
- Processing of refunds, direct deposit reversals and manual refunds for overpayment recoupment;
- Reviewing and processing payments to beneficiaries of deceased City employees;
- Monitoring check disbursements and uncashed checks to City agencies;
- Recording and processing of union, insurance and political deductions for active city employees;
- Distribution of the City’s payroll through paper checks and direct deposit;
- CityTime Pay Rules Operations Support team and CityTime Operations Support team;
- PMS/PPMS and NYCAPS reference table data analysis, configuration updates, security access audits, payroll system support;
- Maintaining and enforcing uniform payroll policies and procedures and;
- Representing New York City as the responsible officer to the Internal Revenue Service (IRS), Social Security Administration (SSA), and other oversight authorities.
In addition, the position is responsible for administering and disbursing over $18 billion in pension payments through the Pension Payroll Management System (PPMS). The PPMS currently processes pension checks for the NYC retirement systems.
Preferred Skills:
- Excellent analytical, organizational, data representation and interpersonal skills
- Expertise in IRS rules, regulations and rulings, State and local laws rules and regulations
- Excellent written and oral communication skills
- Expert knowledge of the Payroll Management System (PMS), New York City Automated Personnel System (NYCAPS) and CityTime
- Expert knowledge of City payroll, personnel and timekeeping policies, practices and procedures.
- Perform complex special projects

DEPUTY EXECUTIVE DIRECTOR (OPA - 95027
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and five years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above
