NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $5 billion capital projects portfolio - one of the largest in NY State - as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resiliency technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery focused.
The Quality Assurance Department Monitors A&CM’s and contractors’ compliance with NYCHA’s policies and procedures, municipal and federal regulations, and contract specifications and provides strategic guidance to improve performance.
Reporting to the Engineering Audit Officer, with strong latitude for independent judgement, the Deputy Engineering Audit Officer will conduct and manage independent technical audits of payment requests for City-funded construction and construction-related work, services, and equipment prior to final approval.
Responsibilities will include, but not be limited to, the following:
- Conduct and manage desk audits to ensure that contractors have fulfilled their contractual obligations, and that NYCHA has received the appropriate value, under the terms of the
contract, for the payments being requested.
- Review architectural drawings, scopes of work, field reports, progress photos and other documents provided by contractors and project managers to demonstrate that work being billed was
successfully completed in accordance with contractual terms, DOB Code requirements and other mandates.
- Perform and manage staff performing field visits to physically evaluate the quality and progress of work, including identifying defects in materials/workmanship and hazardous conditions.
- Verify that contractors are complying with NYCHA, City, and other mandates, as necessary for payment.
- Certify on behalf of the Authority that payment is warranted.
- Reject payments and/or portions of payments for work that is insufficient or not performed.
- Schedule and attend meetings with stakeholders to resolve payment-related issues.

A valid New York State Registration as an Architect is required. In addition, candidates must have six ( 6 ) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
