The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative Director of Laboratory (Water Quality), M-3 for a position within the Water Quality Directorate, located in Kingston, New York. Under direction, of the Director of Water Quality and Innovation, the Administrative Director of Laboratory (Water Quality), M-3 will serve as the Deputy Director, Watershed Water Quality Operations North.

The Deputy Director of Watershed Water Quality Operations North will assist the Director of Water Quality & Innovation (WQI) in ensuring the quality of New York City's drinking water supply and compliance with all federal and State drinking water regulations. To accomplish its mission, the Directorate performs extensive water quality monitoring and data analysis both in the water supply watershed and the distribution system to ensure compliance and to guide operations. The Directorate also plays a crucial role in responding to and resolving water quality problems, addressing the long-term protection of the watershed, preservation, and enhancement of drinking water quality, proposing new corrective strategies for the Department, and providing information for policy development regarding water supply and public health.

The Deputy Director of Watershed Water Quality Operations will direct and manage the water quality field and laboratory staff at two water quality monitoring laboratories in Kingston and Grahamsville, New York. This position manages and implements the Water Quality monitoring programs within the NYC Watershed for Compliance, Operations, Filtration Avoidance, Watershed Protection, and Research Programs and assists the Bureau and the Directorate in the operation of the water supply. Specific duties include:

- Ensuring that all samples necessary to meeting monitoring program objectives are collected and that water quality monitoring results are reported accurately, completely and within deadlines.

- Overseeing the development and implementation of Standard Operating Procedures (SOPs) for all laboratory and field procedures as per Divisional Quality Program requirements.

- Coordinating monitoring requirements with other Divisions within the Bureau.

- Providing timely technical water quality input to assist in decision making for water supply operations.

- Coordinating chemical treatment and drinking water compliance reporting with the Bureau's Source Water Operations & Water Treatment Operations Directorates and the Division of Distribution Water Quality Operations.

- Providing water quality data for all water quality related programs within the Bureau including the State Pollutant Discharge Elimination System (SPDES) permits, local drinking water supply programs, and infrastructure projects.

- Coordinating enhanced water quality monitoring during water quality events and emergencies.

- Serving as liaison with outside government agencies and organizations on matters related to the quality of New York City's Water Supply within the watershed.

- Coordinating information transfer for water quality and compliance reporting with the USEPA, Westchester County Department of Health, NYS Department of Health, and the NYS Department of Environmental Conservation.

- Providing appropriate input to the Annual Watershed Water Quality Report.

Minimum Qualifications

1. A Master's degree in an appropriate scientific field from an accredited college or university and four years of satisfactory, progressively responsible experience in a laboratory concerned with sanitary control and/or protection of a municipal water supply system; of which two years must be in a responsible supervisory or administrative capacity.

2. Education and/or experience equivalent to "1" above. However, all candidates must have two years responsible supervisory or administrative laboratory experience concerned with sanitary control or protection of a municipal water supply system.
