Job Description

This vacancy has now expired.

Primary Responsibilities include but are not limited to the following:

- Manage team of 2 to ensure the accurate and timely recording of all Treasury cash movements and investments in the Oracle GL. This encompasses roughly 70 bank accounts and NYCHA’s
$1.1 billion investment portfolio comprised of cash deposits, repo and U.S. government and agency securities.
- Review and approve accounting journal entries related to:
a) investment activities including purchases, maturities, calls and sales of securities, accrued interest, coupon payment and interest
collection.
b) cash management activities
c) Prepaid Credit Card activities.
- Make investment recommendations and execute trades consistent with HUD requirements for NYCHA portfolio, including Tenant Security Deposits.
- Monitor performance and prepare reporting including annual investment resolution report for NYCHA Board.
- Manage relationships with brokers/dealers/banks to execute trades and ensure proper fiscal controls of investments.
- Manage collateral posting by counterparties to ensure compliance with HUD guidelines.
- Manage the Authority’s fiscal agent obligations. Monitor, record and reconcile fiscal agent account activity and timely payment of debt service/loan obligations.
- Use Financial Information Systems (Bloomberg, etc.) to obtain and analyze financial and investment related data and forecast interest.
- Develop financial reports for senior management.
- Coordinate and provide explanations and record for all audit requests.
- Special projects/analysis as assigned by Treasurer.

Backup Responsibilities: Provides Back up support to:
- Prepare daily investment worksheets, including any investment wire transfers for the purchases, maturities and calls.
- Input any new investments through the JP Morgan Access/Transaction Initiation system.
- Monitor any calls though the JP Morgan Access/Views Portfolio Reporting.
- Prepare and process investment journal entries.
- All required investment related transactions and operations.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Accountant to apply.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing, and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.


Preferred Skills

- 5-10 years of Accounting, Treasury or Investment experience with 3+ years of experience as a manager or above - Knowledge of fixed income investments - Advanced Excel (lookups, pivots)
