The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Office of Employee Services (OES) is responsible for the agency’s human capital administration and workforce management, which includes recruitment, personnel, civil service administration, labor relations, timekeeping, payroll, leaves of absence, benefits and performance management administration, and programs for employee learning, engagement, recognition, professional development, and agency-wide events.

OES also administers employee-related agencywide programs such as Conflicts of Interest Board (COIB) programs, such as Financial Disclosure, Secondary Employment & Moonlighting Waivers, Residency Requirement Administration, Remote Work Program Administration, Federal Tax Information (FTI) background investigation requirements, and COVID-related and Line of Duty Injury (LODI) policies and procedures. OES provides guidance and support to the agency’s business units on a wide variety of employee and employment -related matters, to ensure compliance with citywide and agencywide guidance and policies.

OES liaises and partners with the Department of Citywide Administrative Services (DCAS), Office of Labor Relations, Office of Payroll Administration, Conflicts of Interest Board, Department of Investigation, and other oversight agencies and to facilitate the agency’s workforce management business needs.

The NYC Department of Finance (DOF) is seeking an outstanding candidate to serve as the Deputy Director in the Time & Leave Administration Unit within the Office of Employee Services (OES). Reporting directly to the Director of Time & Leave administration, the Deputy Director will help to ensure there are adequate checks and balances and procedures in applying relevant Citywide Time and Leave Rules and Regulations. The selected candidate's responsibilities will include but are not limited to the following:

- Serve as supervisor for Leave Administration Unit and Time & Leave Analysts.
- Implement citywide policies and compliance with citywide regulations.
- Perform research and prepare responses for time and leave inquires, FOIL and other requests.
- Act as subject matter expert on reporting systems which includes identifying report and analyses issues and work with management to resolve, understand and reconcile gaps/overlaps/apparent contradictions among and within reports and reporting tools.
- Investigate possible methods of improving data collection and reporting processes throughout Time & Leave Administration and ensure compliance to the agency’s reporting quality standards.
- Create regular and ad-hoc reports, data mining, data consulting and data analysis as needed.
- Perform basic and advanced statistical modeling and forecasting.
- Prepare CHRMS and Citytime reports in order to collect the necessary information required to start projects.
- Work proactively and collaboratively with the Director of Time & Leave administration and Unit supervisors and staff to perform analyses of relevant metrics, uncover, and interpret trends in data, and produce substantiated recommendations.
- Review, analyze and process monthly Expired Compensatory Time conversions, Advanced Leave Requests and Managerial Separation documents for Comptroller's Office.
- Review and process ingoing and outgoing DP2001's for transfer employees.
- Assist with coordination of excess annual leave carry over process.
- Process Blood Donation time accruals.
- Maintain project time frames, objectives, and communications.
- Train and answer questions related to the city and agency's Time & Leave policies and procedures.
- Manage unit email box and prepare communications for agency wide Time & Leave Admin updates.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- At least 3 years of experience of related work experience within NYC government. - Ability to apply independent judgement on complex interpersonal issues and to resolve problems creativity, quickly and calmly under severe time constraints. - Exhibit knowledge of City, State, and Federal regulations that govern extended leaves: FMLA, Worker's Compensation, Childcare, and Medical. - Excellent organizational, analytical, and critical thinking skills. - Excellent communication, verbal, written, and presentation skills. - Strong customer service skills including demonstrated ability to work with employees at all levels. - Proficiency in advanced Microsoft Office suite systems. - Proficiency in Citytime, Payroll Management System (PMS), City Human Resources Management System (CHRMS Ad-Hoc), and NYCAPS.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
