The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.
The successful candidate will serve as a Deputy Director of Telecommunications Contracts & Negotiations reporting to the Telecom Contract Unit within the Management and Budget division
Responsibilities will include:
- Manage the Telcom unit’s day to day operation and workload related to contract and vendor management;
- Supervise the telecom contract managers, interns and oversee consultants;
- Manage the Citywide Telecom Enterprise Agreements (TEA), including the Contract Management, amendments, renewals, contract max increase and changes orders to add/amend services in the form of Service Specific Terms and Pricing (SSTP) as well as to update the contract attachments;
- Oversee Vendor Management including to assist the Telecom Stakeholders and oversea the Vendor’s performance from ordering, provisioning to support and invoicing;
- Report and oversee the Vendor’s quarterly, sales/service management and stewardship calls, vendor’s yearly performance evaluation, conduct the initial review and process agencies requests and address their concerns, promote, assist in updating the OTI Citywide Telecom contracts policies and processes;
- Manage telecom forums and vendor webinars;
- Oversee the Citywide initiatives related to telecom services including the discontinuance of services and migration, copper to fiber replacement, optimization and cost savings/avoidance and assist with services transition to IP/NexGen services;
- Report and aggregate the Citywide telecommunications services and create a monthly reporting dashboard and presentations for executives and outreach/letters to vendors and Telecom Stakeholders; oversee and assist in the Citywide MSA inventory, portal management, circuits and rate/MET pricing review/analysis, data consolidation, coordination and support the Telecom operation, audit/reporting, billing and the Telecom Expense Management activities; assist legal with any request, response or corresponding with the FCC and PSC;
- Oversee the contract compliance activities and projects including the Rate Reviews and benchmarking, Attachment reports, Method of Procedures, Service Orders and Invoicing/billing escalation, Key Personnel;
- Assist in processing ServiceNow, Passport and the Req System requests/in-take;
- Perform special technology-related projects, as assigned.
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
The preferred candidate should possess the following: - Telecommunications-sector experience at a large-scale enterprise and/or City/Government agency familiar with the Telecom categories including Voice, Data, Managed and Wireless services including strategic planning, creative problem solving, technical management, network maintenance, enterprise contract negotiation, project management, risk management, budget administration, and technical writing - Knowledge of public safety and Telecommunications Service Providers, operations, and finances - Proven ability to work effectively with professionals and specialists in a variety of fields, including law, accounting, finance, auditing, and business process engineering - Excellent oral and written communication skills and database skills - Telecommunications subject matter experience/expertise - Voice, Data, Managed and Wireless services3+ years project management experience, including the development and execution of project processes, tracking and reporting documentation, risk mitigation and communications plans, resource requirements, staff roles and responsibilities - Knowledge of Public Safety and NYC Telecom mission critical services - Knowledge of/experience with City procurement rules and procedures, and contract management procedures - Knowledge of/experience with City government entities and organizational structure - Knowledge of/experience with Telecom Expense Management, ServiceNow, Req/Passport systems - Knowledge of City government entities and organizational structure - Advanced knowledge of Microsoft Office applications, including Word, advanced Excel, PowerPoint, Project, Access, Visio, SharePoint, and Outlook - Hands on experience, Telecom certifications PMP, ITIL and Strong written and verbal communication skills.
