About New York City Cyber Command
Cyber Command is charged with protecting all City systems against cyber threats, including systems that deliver vital services to New Yorkers. Headed by the Chief Information Security Officer of the City of New York, we provide in-depth support to over 100 agencies and offices to protect, detect, identify, respond to, and recover from cyber threats.
The Security Sciences division provides highly functional, available, trusted solutions that enable the City government to prevent, detect, respond, and recover from cyber threats. Security Sciences is responsible for security architecture and engineering, with an emphasis on big data and emerging technology, also develops, constructs, tests, and maintains the software architecture necessary for big data analytics. Our Security Architecture team designs and implements highly defensible security infrastructure on behalf of NYC government agencies. Our Service Delivery team is responsible for providing OTI / Cyber Command with IT infrastructure support and IT help desk services. Finally, our Cyber Programs team leads Security Sciences data protection and Privileged Access Management (PAM) initiatives.
About the Position
The Director of Site Reliability Engineering is the senior manager of the platform and service delivery teams of OTI / Cyber Command, working directly for the Deputy CISO for Security Sciences. The platform and service delivery teams are responsible for the operation of key strategic defensive technologies including cloud-based data and responder environments on an on-call basis. This is a senior engineering management role that enables processes related to software delivery and production operations in a fast paced, collaborative work environment, focusing on building a high performing team and ensuing the performance and efficacy of OTI / Cyber Command defensive technologies. This role will significantly impact the overall success of the organization by focusing on delivery automation, service level objectives and monitoring, capacity planning, technical problem management, developing strategic plans for DevOps throughout the organization and managing the resources assigned to the team.
Duties and activities of this position may include:
- Developed and maintain our data pipeline using Apache Beam, Java, Python and other data processing technologies;
- Identify and implement performance improvements across all pipelines;
- Engage with data consumers and producers in order to design appropriate models to suit all needs;
- Maintain information exchanges through publish, subscribe, and alert functions that enable users to send and receive critical information as required;
- Support incident management, service-level management, change management, release management, continuity management, and availability management for databases and data management systems;
- Administering databases and/or data management systems that allow for the secure storage, query, protection, and utilization of data;
- Handle special projects and initiatives as assigned.
A baccalaureate degree from an accredited college and four years of satisfactory full-time experience related to projects and policies required by the particular position; or,
Education and/or experience which is equivalent to "1" above.
The preferred candidate should possess the following: - Expert in knowledge of one of the following areas: - Enterprise antivirus and endpoint detection and response systems (McAfee, CrowdStrike, Symantec, Sophos, etc) - Reliability Engineering (DevOps) in Cloud environments (Google Cloud Platform, AWS, Azure) - Cyber Security fundamentals - Ten (10) years of experience working in complex enterprise environments, at least 6 years of which directly in IT Security and related cybersecurity projects - Strong knowledge of enterprise cybersecurity infrastructure - Experience communicating effectively across internal and external organizations, for complex mission-critical solutions - Ability to problem solve in situations of ambiguity and to work effectively and efficiently in a high pressure environment - Strong experience with Linux Operating environments, as well as knowledge and experience with VMware Guest OS deployments, OVF- and ISO-based virtual software appliances, supporting cloud-bases technologies (ex: cloud shell, WebUI console, and API-based interfaces) - Experience with scripting (Bash, Python, PERL, Powershell, etc) and knowledge of secure communication channels (SSH, HTTPS, TLS/SSL) - Familiarity with software development process and basic knowledge of programming languages - High degree of confidence and briefing skill, and comfortable fielding questions and articulating project/program details in front of senior leadership - Ability to consider potential implications and trade-offs of design requirements - Ability to achieve goals with minimal supervision self-starter self-motivated and a capacity to get things done - Linux, security and/or cloud certifications a plus (RHCT, CISSP, CCSP, Google Compute Platform, AWS, Azure, etc.) - Demonstrated ability to manage 24/7/365 team of information security engineers, design/implement/operate/troubleshoot day-to-day and ad-hoc cybersecurity solution of varying scope and complexity - Experience with authentication/authorization technologies (LDAP, SAML, OAuth, SSO) - Experience with PKI and TLS/SSL certificate generation/management - Self-motivated with a commitment to learning and continuous improvement - Dedication to continuous improvement - Good oral and written communication skills.
