The Homelessness Prevention Administration (HPA) works to keep New Yorkers in their homes. HPA works with the Department of Homeless Services (DHS), the NYC Housing Authority (NYCHA) and many other organizations and City agencies to assist families and individuals in need in obtaining and maintaining stable, affordable housing.
The RAP Apartments unit responds to requests from the Department of Homeless Services (DHS) for approval for initial eligibility for participants applying for the CITYFHEPS rental subsidy program. The RAP Community to stay unit responds to requests from Non-for-Profit Organizations for rent in advance, eviction prevention and initial eligibility for the CITYFHEPS subsidy program. The Rental Assistance/Subsidies Program manages the ongoing payment and administration of the CityFHEPS rental assistance programs for homeless families
Under managerial direction of the Director, with wide latitude to exercise independent judgment and initiative, serves an Administrative Job Opportunity Specialist NM-I / Deputy of the Rental Subsidies, within the Homeless Prevention Administration (HPA)/ Legal Initiatives/Rental Assistance.
Job Description:
HPA/ Rental Assistance Program (RAP) is recruiting for one (1) Administrative Job Opportunity Specialist (NM 01) to function as Deputy Director, RAP Apartments & Community Units who will:
Duties and Responsibilities:
- Manage the activities of the staff involved in the resolution of matters relating to the Rental Assistance Program. Manage the processing of case actions in accordance with predetermined priorities and the issuance of the rental subsidy CityFHEPS.
- Determine training needs of staff; oversees planning and development of training curriculum; monitors and evaluates training programs to ensure that Agency and program’s goals are met; monitor training attendance by staff; assesses training effectiveness and provide feedback to the Director; manages staff development initiatives. Ensures the adherence to the goals, policies, and performance standards of the Homelessness Prevention Administration, as well as HRA, including ensuring that staff are properly assigned, receive proper training, and are properly evaluated.
- Evaluate appropriateness of case actions to ensure adherence to Agency regulations by conducting management audits of operating routines, methods, and processes for are CityFHEPS subsidy programs are followed; respond to service complaints in a timely and accurate manner.
- Monitor the Fair Hearing process; provide supervision and leadership to staff. Work closely with supervisory staff to ensure that services are provided appropriately and in a timely manner; ensures timely compliance with Fair Hearing decisions.
- Manage the accuracy and timelines of information entered on to centralized computer systems for the electronic generation of CityFHEPS subsidy, notify Management Information System (MIS) of breakdowns and ensure the rapid deployment of technical personnel.
- Liaise with appropriate governmental, non-governmental entities, homeless service providers, and community-based organizations to expedite the meeting of critical agency needs.
Qualification Requirements
1. A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to providing employment related services or economic support services to persons in need, at least eighteen months of this experience must have been in a supervisory or managerial capacity; or
2. A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to "1" above; at least eighteen months of this experience must have been in a supervisory or managerial capacity; or
3. Education and/or experience equivalent to "1" or "2" above. College credits from an accredited college or university may be substituted for experience on the basis of 30 semester credits for one year; year of work experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least eighteen months of experience must have been in a supervisory or managerial capacity as described in "1" above.
- Well organized. - Excellent communication skills (written and verbal). - Superior leadership/supervisory skills. - Ability to work well in a fast-paced deadline driven environment. - Knowledge of Homelessness prevention process. - Strong command of POS, WMS, NYCWAY.
