The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire an Administrative Staff Analyst for Management Services and Budget (MS&B), located in Kingston, NY. The Administrative Staff Analyst will serve as the Deputy Director, Procurement, Contracting and Budget. They will direct and manage staff responsible for expense and capital procurement and contracting, OTPS (Other Than Personnel Services) expense and capital budget management, and treatment chemical orders for the Bureau. They will serve as the primary liaison with Agency Offices (Chief Financial Officer, ACCO, Expense and Capital Budget Offices). They will need to travel to additional BWS offices located in Grahamsville, Valhalla and Lefrak on a regular basis. They will be responsible for:
- Establish critical relationships with the Agency to ensure we procure all the goods and services in a timely manner for the Bureau.
- Providing support and coordination over critical operations in the budgeting and procurement divisions.
- Management and oversight of all chemical and fuel orders critical for operational purposes.
- Management and effective utilization of the Bureau’s OTPS Expense Budget that is currently more than $315 million dollars.
- Continue to implement new IT programs successfully to manage the Bureau’s procurements and budgets.
- Ensuring compliance with Agency policies and procedures as it relates to Procurement Policy Board (PPB) Rules.
- Working closely with the Agency Budget Office regarding coordination and addressing funding shortfalls and addressing the bureau’s needs.
- Coordinating with the Agency Chief Contracting Office (ACCO) to ensure compliance with policies and procedures while working to meet procurement goals to ensure the Bureau maintains full operations.
- Ensuring completion of the Bureau’s reporting needs such as new needs request for expense budget funds as well as preparation and submission of Program Eliminate the Gap (PEG) reduction plans for submission to the Office of Management & Budget
- Establishing strong relationships through coordination and outreach to implement policies and procedures within the bureau.
- Ensure adequate staffing levels are maintained within the Division to meet the Bureau’s mission.

- Professional experience representing on behalf of an organization and servicing as a liaison to stakeholders and agencies.
- Delegation of work while being proactive to ensure project completion in a timely manner.
- Strong background in capital programs, budget and procurement
- Experience in expediting large capital projects from a finance and administrative perspective
- Experience in solving workflow issues through technology-based solutions
- Ability to understand and synthesize issues into manageable projects with attainable goals
- Must have excellent interpersonal skills and ability to communicate to develop a strong team
- Excellent organizational and project management skills.
- Driver’s license valid in the state of New York, maintained for the duration of employment.
- Ability to travel throughout the 2,00 square mile watershed and New York City.
Residency Requirement: New York City residency is not required for this position.
Hours/Shift:
35 Hours per week / May be required to work shifts including nights, Saturdays, Sundays, and holidays.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
