The NYC Department of Design and Construction seeks a Deputy Director, Office of Management and Budget (OMB) Data Unit. The Deputy Director of the Office of Management and Budget (OMB) Data Unit is a pivotal leadership role responsible for overseeing the management of personnel status changes and supervising a team of data analysts. This role involves strategic oversight of the agency’s monthly hiring plan, ensuring accurate tracking and reporting of personnel data, and managing the overall coordination of HR and budget-related functions. The Deputy Director works under the direction of the Assistant Commissioner and works closely with the Director of Personnel to ensure compliance with agency policies and data accuracy. The role also includes assuming the OMB Data Analytics responsibilities of the Assistant Commissioner in their absence.
Key Responsibilities:
1. Leadership and Supervision:
- Oversee and provide leadership to the Lead OMB Data Analyst, OMB Data Analyst, and Data Analyst (Personnel) team.
- Ensure the effective management of staff and the completion of their responsibilities related to personnel data and budget submissions.
- Foster a collaborative environment, providing guidance, training, and support to team members.
2. Agency Status Changes and Personnel Data Management:
- Direct and oversee the agency’s monthly hiring plan, ensuring that all personnel data is accurately tracked and updated.
- Review and approve personnel status changes, including new hires, promotions, and separations.
- Ensure the integrity and accuracy of data within the HR Information System (HRIS) and other relevant databases.
3. Data Analysis and Reporting:
- Supervise the creation of detailed reports and visualizations regarding personnel data, hiring status, and other relevant metrics.
- Ensure timely and accurate submission of the Office of Management and Budget’s (OMB) monthly reports, and corresponding OMB responses.
- Oversee the preparation of data for submission into the NYCAPS system, ensuring completeness and accuracy.
4. Coordination and Communication:
- Manage the flow of information between the Personnel, Data Management, Recruitment and Retention Units, as well as the Commissioner’s Office.
- Coordinate with the Assistant Commissioner and Director of Personnel to address and resolve issues related to personnel data and budget submissions.
- Serve as the primary liaison for inquiries from OMB and other senior staff.
5. Compliance and Performance Management:
- Ensure compliance with agency-wide performance management programs, including both managerial and non-managerial e-Performance systems.
- Provide guidance and support in troubleshooting e-Performance technical and qualitative issues.
- Monitor and track compliance with performance management requirements and report on program effectiveness.
6. Strategic Planning and Documentation:
- Develop and implement strategic plans for personnel data management and budget submissions.
- Create and maintain comprehensive documentation for data processes, reporting procedures, and performance management systems.
- Document standard operating procedures and best practices for personnel and budget management tasks.
7. Assumption of Director Responsibilities:
- Assume the OMB Data Analytics responsibilities of the Assistant Commissioner in their absence, including providing guidance and oversight functions.

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
Preference will be given to candidates with 5-7 years of experience in personnel management, data analysis, or a related field, with at least 2 years in a supervisory or leadership role. This role will benefit from a candidate with a proven ability to lead, mentor, and manage a team effectively, knowledge of data visualization and manipulation tools such as Power BI and Excel, experience with HRIS systems and database management, strong skills in generating and interpreting reports and presentations, excellent verbal and written communication skills for interacting with senior staff and stakeholders, strong ability to manage multiple tasks, deadlines, and priorities, and, high level of accuracy in data management and reporting.
