Job Description

APPLICANTS MUST BE PERMANENT IN THE ADMINISTATIVE STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.

The Office of Fiscal Operations is DSS/HRA/DHS’s primary payments and accounting office, and the core responsibilities are carried out through the operations of the Bureau of Accounts Payable (BAP). As the Agency’s primary payment office, BAP issues authorized payments to service providers for services delivered to DSS/HRA/DHS clients, payments to vendors providing services to DSS/HRA/DHS and reimbursement to employees for business related out of pocket expenses incurred in the delivery of services. The bureau handled over 40,000 payments over $10 billion in FY2022.

The Vendor Payment Unit (VP) is responsible for the timely and properly authorized payment for non-human service contracts and purchase orders that provide administrative, consultant and support services to programs and to vendors who provide specific administrative tasks to support agency functions.


The Finance Office is seeking to fill one (1) Administrative Staff Analyst NM position to function as the Deputy Director of the Vendor Payment Unit. Under the direction of the Director, the selected candidate will be responsible for, but not limited to:

- Manage and coordinate payments made to the many hundreds of vendors with whom the Agency contracts to purchase goods and services. These vendors range from small minority-owned businesses to major corporations.

- Ensure that every transaction complies with all Agency requirements and all relevant Federal, State and City guidelines. Additionally

- Review and evaluate spending patterns against Agency needs and objectives.

- Manage staff directly involved in the processing of approximately 25,000 invoices annually for administrative expenses such as copier rental, bottled water, office supplies, consultants, temporary
workers, and in general all expenses not falling under the rubric of human services.

Salary Range: $95,091-$105,000

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- Strong managerial background in financial management - Experience and knowledge of developing internal controls. - Knowledge of Paytrace, FMS and PASSPort

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
