The Office of Contracts (OC) within the Department of Social Services is under the direction of the General Counsel. The Office of Contracts headed by the Agency Chief Contracting Officer (ACCO), oversees the procurement functions for the Agency. The office is responsible for procuring both client services as well as a wide range of goods and non-client services for the Agency. OC ensures that the Agency's contracts are procured in compliance with the New York City Charter and the City's Procurement Policy Board (PPB) Rules as well as the Mayor's Office of Contracts (MOCS) and the Office of Management and Budget (OMB) guidelines. OC assists DSS program areas by supporting their procurement efforts and by providing technical assistance and training as needed. OC fulfills its goals and the Agency's mission by functioning as a central liaison between the Agency's program areas which monitor and evaluate the services provided by the vendors and the various City oversight offices, i.e., MOCS, OMB, and the City's Comptroller, charged with registering the Agency contracts.

The Vendor Compliance and Relations Unit (VCR) within the Office of Contracts is responsible for the processes and procedures in determining all potential and contracted vendors' compliance, integrity and responsibility. The unit is comprised of four (4) subdivisions: Vendor Responsibility and Integrity; Investigations, the Minority/Women-Owned Business Enterprise (M/WBE) Office, and Vendor Performance Evaluations.

Under the general supervision of the Director of VCR, with ample latitude for decision making, the Administrative Procurement Analyst NM-I will function as the Deputy Director of VCR, overseeing Investigations, M/WBE issues, and other contract compliance matters. This position has the overall responsibility of monitoring prime vendors, sub-contracting vendors, employees and/or clients of contracted vendors, in order to ensure compliance with contractual provisions of City, State and Federal funded contracts. Additional responsibilities of this position include the provision of assistance to the Director of VCR in the enhancement, further development and implementation of the outreach efforts to meet the Agency’s goals as dictated by the Office of the Mayor and Commissioner initiatives for this program.

The Office of Contracts is recruiting for an Administrative Procurement Analyst NM-1 to function as Deputy Director of the Vendor Compliance Relations (Investigations & Contract Compliance) within the Procurement Implementation Division. The duties include:


- Promote the agency’s commitment to diversity in contracting, including by meeting the requirements of applicable contractor diversity programs.

- Coordinate and manage the preparation, review and approval of written and statistical reports such as quarterly summaries of small purchases activities, local food sourcing reports and procurement retroactivity reports as requested by oversights, ensuring compliance to Federal, State and City mandates, rules and regulations such as prevailing wage rates and Local Laws including Local Law 1, Labor Laws Sections 220 and 230, and City’s Project Labor Agreements to assist in Agency contract compliance matters. Refers deficiencies to the ACCO, the Director of Vendor Compliance and Relations, and the appropriate DSS, HRA and DHS offices.

- Supervise and oversee the investigative activities of the Vendor Compliance Analysts to ensure that site visits, fact-finding interviews and subsequent reporting are completed in accordance with contracting regulations and completed in a timely manner. Conduct site visits to ensure the same.

- Manage and review the reports (i.e., payroll reports and 1099's) and recommendations prepared by the Vendor Compliance Analyst for the implementation of a corrective action plan by contracted vendor(s). Obtain appropriate approval from ACCO and communicate the results of the investigation and with mandated deadlines for vendor compliance.

- Oversee the maintenance of the official case records of completed investigations for the Office of Contracts. Prepare and provide testimony on investigations and the consequent findings during administrative hearings/ proceedings, when applicable.

- Oversee the coordination and execution of logistical details at M/WBE events and procurement fairs by ensuring adequate and appropriate Agency representation; transportation of staff and supplies; ensure availability of technical equipment for the execution of any visual presentations; assisting in the distribution of promotional materials; performing as an Agency representative, and, when needed, appropriately redirecting constituents’ inquiries for additional information clarification.

- Oversee the coordination, design and development of visual presentations and informative publications for distribution to constituents at Minority/Women-Owned Business Enterprises (M/WBEs) procurement fairs and events citywide, on the potential contractual opportunities available via various solicitation methods such as the Request for Proposal, Competitive Seal Proposal and small purchasing methods, with DSS. Provide analytical feedback and direction to the M/WBE Liaison to ensure successful, accurate and precise communication of Agency initiatives and contractual opportunities.

- Attend Pre-Bid and Pre-Proposal Conferences, offering clarification on Federal, State and City compliance requirements, if needed. Maintain records of Schedule B's from submitted bids/ proposals and track utilization of certified Minority/ Women Business Enterprises (M/WBE) in accordance with submitted Schedule Bs.

- Assist the Director of VCR/ M/WBE Officer with Agency diversity initiatives, development and implementation of the Agency's Utilization Plan, Procurement Plan Goals and Performance Improvement Plan.

- Oversee, review, and approve sub-contractor approval requests to ensure M/WBE certification to perform the work proposed prior to contract initiation

- Perform related duties as required.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
