Job Description

Under the general direction of the Director of EFT/LMU, and with wide latitude for independent judgment, the Deputy Director is responsible for ensuring the accuracy of the new CurRent NYC system and making necessary updates based on information provided by landlords and/or clients.

The EFT/LMU was established at the direction of the Commissioner and the EFT Executive Steering Committee following an analysis that revealed HRA sends over 100,000 paper checks to landlords each month. To enhance customer service, increase efficiency, and reduce agency costs, a phased implementation is planned to enroll the majority of HRA landlords in electronic fund transfers (EFT) instead of paper checks. The unit is responsible for ensuring the accuracy and timeliness of these payments, coordinating with all program areas and FIA to troubleshoot payment processing issues, and facilitating landlord communication and customer service. Additionally, the unit maintains the integrity of HRA’s data on landlords, payees, property managers, properties, and units across all HRA programs issuing rent.

Homelessness Prevention Administration HPA/ORL Outreach, Rehousing and Landlord program is recruiting one (1) Administrative JOS (NM) I to function as the Deputy Director of the Landlord Management Unit (LMU).

The Deputy Director of (LMU) will:

Data Quality and Record Management:

- Review and approve incoming records in the CurRent NYC system to ensure data quality (e.g.,
legal landlord name, geocoded address) and prevent duplicate records.

-Review security voucher and SSAF claims submitted by landlords via CurRent NYC, mail, or
email, and make recommendations for approval or denial.

Program and Staff Development:

- Conduct ongoing assessments to identify and mitigate procedural and operational weaknesses.

- Perform operational audits to ensure quality assurance and fraud controls within the program
and across the CurRent NYC system.

Customer Service and Payment Resolution:

- Provide customer service to landlords, including resolving payment issues and coordinating
with Finance and other programs.

- Address landlord complaints and verify information to resolve landlord/tenant-related issues.

- Review and approve landlord requests made in CurRent NYC to enroll in EFT, report changes
in payment account, ownership, or payee.

Electronic Payment Management:

- Investigate and resolve failed electronic payments by communicating with landlords as needed.

Account and Tenant Linkage Review:

- Review new CurRent NYC accounts created by landlords and verify tenant linkages with agency
records.

Hotline Management:

- Manage the SOTA hotline and resolve complaints regarding landlord payment issues, security
deposits, tenant housing conditions, and early moves.

- Make referrals for social services or other agencies as appropriate.

Goals of the EFT/LMU:

- Enhance customer service to landlords.
- Increase efficiency and reduce agency costs by transitioning from paper checks to electronic
fund transfers (EFT).

- Ensure the accuracy and timeliness of payments.

- Maintain the integrity of data on landlords, payees, property managers, properties, and units
across all HRA programs issuing rent.

Minimum Qualifications

Qualification Requirements

1. A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to providing employment related services or economic support services to persons in need, at least eighteen months of this experience must have been in a supervisory or managerial capacity; or

2. A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to "1" above; at least eighteen months of this experience must have been in a supervisory or managerial capacity; or

3. Education and/or experience equivalent to "1" or "2" above. College credits from an accredited college or university may be substituted for experience on the basis of 30 semester credits for one year; year of work experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least eighteen months of experience must have been in a supervisory or managerial capacity as described in "1" above.
