The Division of Transportation Planning & Management seeks a Deputy Director of Special Projects to oversee a portfolio of projects and programs focused on improving mobility within NYC. The Special Projects Unit is responsible for fostering data-informed transportation planning and developing cross-cutting research initiatives, policies, and programs that support the efficient use of NYC’s roadways and curbs space through prioritization of high-performance, sustainable modes. The Deputy Director will play a key role in researching, evaluating, and developing policies and programs that further the Division and Agency’s goal of efficient, safe, and environmentally sustainable mobility on NYC’s multimodal transportation network.

Under the supervision of the Director of Special Projects, with latitude for independent initiative and judgment, the Deputy Director of Special Projects will assist in overseeing the group’s portfolio of planning, research, studies, data analyses, and other innovative initiatives. While new projects and grant opportunities are regularly introduced, the core program areas include: NYC DOT Carshare, a program that designates parking spaces on-street and in municipal parking facilities for Carshare vehicles; the Reimagine the Cross Bronx Study, a multi-agency partnership to improve conditions around the Cross Bronx Expressway; Transportation Demand Management initiatives (TDM) addressing commuter travel habits; DOT’s Traffic Information Management System (TIMS), which stores and makes available count data collected across the agency; data collection in collaboration with the New York Metropolitan Transportation Council; Commuter Van, For-Hire Vehicle, and Micro-transit policy and administration, and multiple traffic, transportation, curb analysis, data analysis, and mobility studies.

The position requires a candidate that can support the Director to manage a growing team of full-time staff consisting of program leads, project managers, data analysts, and interns. Additionally experience in community relations, MPO operations and relations, policy development, budget management, data analysis, and project delivery within the New York City government and transportation sector are key elements for success. The candidate should have experience in developing consensus among many different parties to advance policies that benefit efficient curbside management and/or sustainable transportation policies and practices. Coordination will be needed with other NYC DOT units as well as other City and community stakeholders. The ideal candidate will be able to work both independently and as part of a team to problem-solve and deliver projects on-time and within budget. The candidate will be expected to lead collaboratively and inclusively, seeking to cultivate continued professional development and growth of staff and to effectively communicate through verbal and written forms with all stakeholders.

The Division of Transportation Planning & Management is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

The preferred candidate is a well-organized self-starter with project/budget management, writing, editing, and oral presentation skills. In addition, the candidate should have a background with planning and policy development to further socially, economically, and environmentally sustainable urban areas a proven track record coordinating across various areas of specialization and with staff within a complex work environment. Experience with QGISArcGIS, Microsoft Word, Power Point, Excel, statistical analysis methods, and graphics software, including the Adobe Suite, knowledge of traffic, congestion, and mobility study methodologies, urban design principles, data analysis practices and principles, and traffic engineering with knowledge of AASHTO, MUTCD, ADA, and NACTO standards are also preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
