Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Human Resources Solutions (HRS) is the central human resources department of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services (DSS-HRA-DHS) that supports the human resources needs of the agency through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client-centered workforce. Using a strategic approach and defined goals and objectives, HRS's mission is to provide DSS-HRA-DHS programs and employees with the most effective human capital tools and resources to realize their goals.

The Human Resources Solutions (HRS)/Recruitment Strategies Unit is responsible for creating and implementing recruitment strategies for the Agency that will address organizational needs and will consider the diversity of the workforce which includes different cultures, genders and generations working together.

The Recruitment Strategies Unit is recruiting for an Associate Staff Analyst to function as the DEPUTY DIRECTOR OF RECRUITMENT STRATEGIES who will:

- Supervise Recruiters by ensuring staff remain motivated towards established goals through appropriate and equitable assignments, training and development. Ensure adequate staff development training to allow more flexibility regarding staffing needs and programmatic challenges (i.e. serving as back up for direct reports and/or direct supervisor in their absence).
- Generate weekly recruitment activity report(s) and assist Director "with the compilation of quantitative and qualitative reports for Executive management regarding recruitment activity, recruitment sources, and applicant tracking, to identify new industry trends, perform analyses and cultivate solutions to recruitment problems.
- Ensure all non-civil service actions are moving through recruitment life-cycle in a timely and manner, by monitoring and evaluating Personnel Action Report (PAR) on daily basis, while taking corrective actions when applicable work methods and processes have not been followed.
- Collaborate with Human Resource Business Partners (HRBP) and Salary Administration staff to determine starting salaries for non-civil service list candidates, extend appropriate salary offers, and identify selected candidates appropriately in the Centralized Personnel System (CPS).
- Work closely with Director, Civil Service Initiatives and Director, Onboarding Quality Assurance to ensure all recruitment and onboarding activities are completed in a timely manner.
- Ensure seamless coordination between Recruiter(s) and Employee Transfer Unit (ETU) to guarantee all discretionary hires that are designated for transfer unit review is reviewed prior to start of recruitment efforts.
- Conduct research and analysis studies of existing procedures and processes governing the establishment of Staff Seniority list by verifying information with the City Office of Labor Relations, Department of Citywide Administrative Services (DCAS) and program areas. Collaborates with Executive Director, Recruitment and Onboarding to develop new policies and procedures that is effective in obtaining a qualified and diverse workforce.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

- Excellent oral and written communication skills. - Ability to chair and co-chair staff meetings. - Demonstrated skill and comfort in proactively building relationships and demonstrating influence with staff at all organizational levels. - Ability to effectively multitask and manage competing priorities/projects, determine the priority level of various deliverables, and continuously reprioritize workload based on emerging needs. - Work well under pressure and with tight deadlines and time constraints. - Excellent communication and relationship management skills. - Strong analytical skills with the ability to identify recruitment trends and issues. - Working knowledge of multiple human resource disciplines including employee relations, diversity, performance management, and compliance law. - Knowledge of civil service rules and regulations, and human resources policies, procedures, and practices. - Proficient in Microsoft Office, Word, Excel, and PowerPoint.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
