The Bronx Borough President Vanessa L. Gibson is seeking a Deputy Director of Planning and Development. The successful applicant will be a part of the Office of the Bronx Borough President (BXBPO) and will report to the Director of Planning & Development.
The position has a focus on housing, which includes knowledge of housing regulations, including local law requirements, financing for new construction and rehabilitation, and sustainable construction practices.
The ideal candidate for this position will have an advanced knowledge and understanding of the challenges that the Bronx and New York City face with affordable housing and will help to advance policy recommendations. In addition, the candidate will have experience conducting negotiations, will have strong written and verbal communication skills, and a deep commitment to the issues that affect our residents, including tenants’ rights, public health, equity in our schools, transit, parks, and land use/planning issues. This position also encompasses a significant number of outreach efforts to agencies, local community boards, tenant associations, condo and cooperatives boards, and local landlords. Principle applicants will work collaboratively with the Ombudsman and Policy unit to assess trends in housing and policy actions.
Job Responsibilities:
Under the direction of the Director of the Planning and Development Department, the Deputy Director’s responsibilities include, but are not limited to, the following:
- Provide assistance on the BXBPO’s urban development agenda in collaboration with the Director;
- Assist in the review and evaluation of land use proposals to the City Planning Commission, Landmark Preservation Commission, Board of Standards and Appeals, and other government entities, as well as the development of recommendations that are consistent with the Borough President’s priorities, sound planning principles, analysis of environmental impacts, and community concerns;
- Provide guidance to planning and topography teams, including creating work plans, setting deadlines, providing technical and policy guidance for/to the teams in order to ensure high-quality and timely review of work is completed in consult with the Director;
- Assist with providing land use and planning technical support for Community Boards, as needed;
- Creating training materials to provide consistency and high-quality deliverables. Providing guidance to teams on special projects and reports, including creating outlies, data analysis, and managing progress assigned;
- Provide input on inter-unit or office-wide projects, initiatives, and reports;
- Represent the Borough President on other boards and advisory councils, as appropriate, and in meetings with developers, advocates, community groups, and other interested parties;
- Represent the Borough President at events and meetings through the borough to advance the BXBPO’s agenda;
- Prepare reports, briefing materials, and testimony, as needed;
- Provide technical support and provide guidance on housing policy.
- Attend housing related public hearings, forums, community meetings, and tenant-led assemblies.
- Work closely with local advocacy organizations such as NWBCC, CASA New Settlement, etc.
- Provide consult to the Ombudsman unit regarding housing-related constituent cases.
- Work with other units to plan and organize housing related community events prime sponsored by the Borough President’s office.
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Experience with government, civic, or community-based organizations. - Comprehensive knowledge of New York City and New York State regulations surrounding housing and building processes. - Knowledge of New York City government and public review process. - Experience with Adobe Creative Suite desired. - Familiarity with Bronx planning and development desired, but not required. - Capacity to multitask and work independently. - Excellent organizational skills. - Excellent written and verbal communication skills. - Spanish desired, but not required.
