Job Description

In order to be considered for this position candidate must be serving permanently in the title, or be reachable on the civil service list, or be eligible under the 55a program.


The Deputy Director of New Mobility will oversee the development of policy and strategy around new and emerging transportation modes and system management approaches and will lead the team’s work on micromobility policy and programs. The Deputy Director will supervise staff and interns working on the E-Bike Trade-In Program, the Public E-Bike Charging Program, and related efforts to increase access to safe electric micromobility and promote safe charging. The Deputy Director will coordinate closely with partner units within NYC DOT and with relevant city, state, and regional agencies. The Deputy Director will help the agency proactively guide and harness these new modes and approaches to advance the agency’s Vision Zero, sustainability, accessibility, mobility, and equity goals. The Deputy Director will develop policy research, analysis, and recommendations for agency leadership, remain abreast of developments in the micromobility space, oversee pilot projects in collaboration with operating divisions, and supervise staff members providing leadership and guidance as needed.

Minimum Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.


Preferred Skills

Bachelor’s degree in Transportation Policy, Transportation Planning, Environmental Policy, Technology Policy, Public Administration, or a related field and at least 3 years of relevant experience. A Master’s degree in these or other relevant fields can substitute for one year of experience and a Ph.D. degree in these fields can substitute for up to two years of experience. A demonstrated track record of successful work to shape programs and public policies related to new mobility, including shared mobility, micromobility, and electric vehicle charging. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
