The New York City Taxi and Limousine Commission (TLC) is a city agency responsible for oversight of the for-hire vehicle industries in New York City including the drivers and owners of yellow medallion taxis, Green Boro Taxis, community car services, black cars, certain luxury limousines, commuter vans, and paratransit vehicles. These industries serve more than 1,000,000 passengers each day and are a key component of the city’s transportation network. Through functions such as driver background checks, vehicle inspections, and driver education, TLC’s role is to promote the highest standards of safety and consumer protection in the industries it regulates.
TLC is seeking a dynamic and motivated individual to help the Agency continue its work to develop a modern, innovative approach to the licensing process with the key goals of providing excellent customer service to our clients and improving the efficiency of our internal operations. We are actively seeking technological enhancements to modernize processes and as a Deputy Director within the Licensing and Standards Division, you will be a key part of that change. The ideal candidate should possess experience working within a large operation, strong customer service management background, a background in utilizing technology to enhance processes, and proven ability to support and motivate a team. A keen understanding of current and emerging technologies, including web-based applications and databases, is a plus.
Under the supervision of the Executive Director of Licensing Initiatives and Reporting, the Deputy Director will supervise analysts and will be responsible for leading the team in the creation and maintenance of dashboards, automation of data collection and cleaning, tracking metrics and perform scientific data analysis. The position will support the Director and work closely with the Management Information System (MIS) team, vendors, and other divisions/units on related project. The chosen candidate will lead the team in conducting research, breaking down projects and tasks for assignments, manage projects to completion, and complex research and analytic work for the Licensing and Standards Division.
Responsibilities will include but are not limited to:
- Support the Director in supervising the team, managing the backlog, and assisting in the management of the division's initiatives.
- Guide and support the team in development and maintenance of reports, automation of data collection and cleaning, research, tracking metrics and perform data analysis.
- Provide guidance to team members to meet project deliverables and keep them on schedule.
- Manage complex projects with multiple internal and external stakeholders and anticipate next steps.
- Develop clear work plans and timelines for projects, identify milestones, complete tasks, and manage projects to completion.
- Maintain clean processes and documentation to foster transparency and tracking.
- Analyze and manage project risk, concisely reports issues and risks to management.
- Motivate the team to reach their full potential and steer the team towards a path to success.
- Work independently and take initiative.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
The successful candidate should possess the following: - Strong technical skills and experience in data management and analysis using tools like R, Python, and SQL Server Management Studio. - Knowledge of data and server architecture. - Strong analytical, problem-solving, project planning, and organizational skills. - Strong ability to visually communicate an idea using tools like Visio and Miro. - Excellent interpersonal skills including mentoring, coaching, collaborating, and team building. - Background in Project Management procedures and methodologies. - Demonstrated experience in leading and supervising a team. - Demonstrated ability to handle multiple and diverse assignments and priorities. - Proven ability to provide guidance to team members.
