The NYC Department of Design and Construction, Finance and Procurement Division seeks an energetic and enthusiastic leader who can manage multiple priorities and a staff of professional financial analysts working under tight deadlines. The candidate will be responsible for assisting in managing the agency’s multi-billion-dollar capital budget. Specifically, the candidate will be responsible for the following tasks: building strong relationships with OMB, DDC project managers & engineers, and sponsor agencies to provide all the budget support needed to get projects delivered quickly and efficiently; providing solutions to budget issues and facilitating communication between all stakeholders; representing the Budget Director at various meetings; managing the program to ensure success in achieving agency goals such as meeting targets by monitoring and reporting on the progress of the fiscal year commitment plan for the client agencies in the portfolio; leading a staff of analysts responsible for initiating Certificates to Proceed (CP) based on the Commitment Plan; closely reviewing Certificates to Proceed requests prepared by staff to ensure that the scope of work is capitally eligible and that the CP is complete and of the highest quality; expeditiously approve Budget Code Modifications (BCM), Object Code Modifications (OJM), Requisition Commdities (RQC1), and Fixed Asset Intent (FN) in FMS; supervise staff to ensure that all budget functions are completed in a timely manner including preparation of CP, BCM, OJM, RQC1 and FN requests, securing appropriation and obtaining FMS authorizations; manage ad hoc projects as assigned, train new staff; innovate, promote and support new ideas and procedures that will improve business processes; and explore new tools and methods for increasing efficiency and effectiveness of operations.

ADMINISTRATIVE ACCOUNTANT (NON - 1000B


Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.


Preferred Skills

Heavy emphasis on the City’s construction payment process including EAO deductions and retainage. Heavy emphasis on Revenue Accounting. Knowledge of the City's budgetary and fiscal year-end process. FMS-2/3 and journal entries. Ability to research, analyze and evaluate proposed programs and expenditures. Communicate effectively orally and in writing. Maintain effective working relationships with all levels of management and staff. Proven ability to create and manage databases, spreadsheets, and other relevant automated programs. Supervisory experience.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
