Hours: Full-Time – 35 Hours

The New York City Department of Design and Construction is seeking to hire a Deputy Director and M/WBE Officer for the Office of Diversity and Industry Relations (ODIR) M/WBE Compliance Unit. Reporting to the Assistant Commissioner, the Deputy Director will provide strategic leadership of the M/WBE Compliance Unit. The M/WBE Compliance unit is responsible for implementing procedures and programs to promote compliance with Local Law 1 (M/WBE); performing M/WBE availability analyses and goal setting; leveraging DDC’s procurement contracts to advance DDC’s and citywide M/WBE utilization goals; reviewing and approving subcontractors and subcontractor utilization plans specific to the contracts; monitoring to ensure vendors are compliant with M/WBE goals established on contracts; supporting the development and implementation of the agency's annual M/WBE Utilization Plan; and completing project closeout functions to assess final compliance with contract goals.

With oversight of the Assistant Commissioner of ODIR, the selected candidate will:
-Have a deep understanding of Local Law 1 (2013) with the ability to apply that knowledge to make strategic recommendations to enhance and improve effectiveness of DDC’s M/WBE program policies and procedures
-Have leadership experience and problem-solving skills
-Lead the day-to day operations of the DDC M/WBE Compliance unit, providing guidance and training to support staff development
-Utilize various Citywide systems, including PASSPort, Financial Management System (FMS)/PIP, Small Business Services’ M/WBE Online Directory, B2G for subcontractor payment tracking, and various DDC-internal systems, to conduct procurement-specific analyses and support life cycle contract monitoring and vendor performance evaluation as it pertains to the M/WBE program
-Support M/WBE initiatives, particularly across multiple divisions and levels within DDC
-Perform other related assignments and special projects as assigned

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.


Preferred Skills

Candidates should have extensive knowledge of New York City Local Law 1 and Rules of the Procurement Policy Board, experience developing procurement documents (M/WBE goal setting worksheet, Schedule B MWBE Utilization Plan, Request for Waiver of Proposed Goals), and a working knowledge of Passport, FMS, and PIP. Candidate must be detail-oriented and should possess strong analytic and computer skills, including proficiency using Microsoft Word, Excel and PowerPoint. The candidate should have excellent verbal and written communication skills a strong client service ethic keen interpersonal skills ability to demonstrate tact and discretion and the ability to collaborate with internal and external stakeholders at various organizational levels. The candidate should have the ability to manage a multiple projects and priorities, simultaneously in a fast-paced environment.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
