The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values.

The Fire Department, City of New York (FDNY), seeks a full time Deputy Director in the Bureau of Technical Services. Reporting directly to the Director of Technical Services, the successful candidate will will be responsible for all aspects of operational, budgeting, procurement, personnel and management of the units reporting to the Bureau, which include the following individual units: Technical Services Grant Unit, Fire Tools and Equipment Unit, Medical Equipment Unit, and Medical Supply Unit both administratively and operationally, as well as consulting with various other units on budgeting and procurement. Responsible for the Budget planning, procurement, specification preparation, equipment acceptance, distribution; maintenance, repair and the relinquishment of over $50 million annually in equipment and supplies placed in fire units, EMS stations and cache packages. Manage the personnel in each unit; oversee the physical plants in several locations, including warehouse operations, warehouse safety, OSHA standards and space considerations. Serve as a member of several equipment committees and provide expertise in fire and medical equipment to various Bureaus within the FDNY. Responsible for the safety of the equipment issued to the field and the liaison to the Bureau of Safety when members are injured. Provide the necessary documentation to the Bureau of Legal Affairs and the Bureau of Safety when members are injured and litigation against the FDNY regarding equipment. Work collaboratively with the EMS/FIRE Bureaus and Divisions involved developing new equipment needs and protocols. Maintain several equipment packages for deployment within New York City and as Mutual Aid for assistance around the country. Ensure the implementation of Bureau goals and initiatives.

*Position requires on call response to Mass Causality Incidents throughout the city during off hours and weekends and holidays.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills

Experience managing significant operations is required. Self-motivated, with attention to detail, ability to meet deadlines and work in a team environment. Expertise in budgeting and planning as well as fire operations and medical protocol. Expertise and knowledge of FDNY equipment and technical services to ensure the safety of the members in the field as well as members deployed throughout the country. Excellent written and verbal communication skills. A valid New York State driver’s license. ***Only current FDNY employees serving in the permanent civil service title of Administrative Manager or reachable on promotional list will be considered***

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
