Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of community-based organizations throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities. DYCD is seeking to hire a Deputy Director in the Budget Review, Insurance Compliance and Contracting Systems (BRICCS).

The Deputy Director will be responsible for providing day-to- day supervision of the Budget Review sub-unit and some specific duties of the Deputy Director will include:

- Lead strategic and administrative functions of the Budget Review sub-unit.

- Provide direct supervision of Budget Associate engaged in the budget approval process.

- Supervise the approval process for all budget and budget modifications received by the budget unit, ensuring that all budgets and budget modifications are approved in an accurate and appropriately timely manner in CCMS, CM and PASSPort.

- Provide technical assistance to Providers, Program Managers and other stakeholders on budget related issues.

- Attend meetings and deliver budget training workshops at all internal and external locations.

- Complete related special projects at the request of the Unit Directors.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or

2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or

3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.

To be successful in this role. you have/are: - Excellent managerial, analytical and critical thinking skills, be highly motivated and a results-oriented individual. - Excellent written and verbal communication skills. - Motivated self-starter and team player. - Well organized and detailed oriented. - Computer literate with intermediate knowledge of Microsoft: Word, PowerPoint, Excel and Outlook. - Proficiency in the following Excel skills is required (SUMIF, MATCH, VLOOKUP, INDEX, PIVOT TABLES etc.).

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
