THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PRINCIPAL ADMINISTRATIVE ASSOCIATE.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.

The Office of Child Care Operations (CCOPs) provides a range of resources to support access to childcare vouchers for eligible low-income families. These vouchers serve more than 35,000 families across New York City and are used at hundreds of community-based childcare programs and providers. CCOPs has multiple teams that support families applying for care and that provide technical assistance for childcare providers, these teams process hundreds of applications, and inquiries each week.

The Voucher Enrollment Unit (VEU) provides child care information, updates and assistance to support provider and program enrollment. The main task of VEU is to issue and enroll child care vouchers to low-income families as well as to enroll, update and maintain providers and programs who are linked to these vouchers. VEU works with CFWB Child Care Eligibility teams to confirm eligibility status of child care cases and Human Resources Administration (HRA) Job Center Staff to enroll providers/programs who are caring for TANF children into the Automated Child Care Information System (ACCIS). VEU also collaborates with CFBW Special Referral Unit (SRU) who refers clients with child welfare cases to receive child care vouchers.

Reporting to the Director of the Voucher Enrollment Unit (VEU), the Deputy Director, with latitude to independent judgment and decision-making, has the following responsibilities:

- Provide coverage in the absence of the Voucher Enrollment Unit Director
- Represent Child and Family Well-Being and the Voucher Enrollment Unit at internal and external meetings regarding the child care enrollment process
- Provide input on child care and provider/program related policies and procedures.
- Provide technical assistance to the VEU staff as well as external stakeholders.
- Collaborate with CFWB and Child Care Operations leadership on the enrollment of high priority child care cases including the enrollment of external entities such as CFWB customers, providers/programs, the Voucher Payment Unit and Whedco (the contracted agency responsible for enrollment of legally exempt providers
- Responsible for assigning, reviewing and supervising the workload of VEU Enrollment Staff
- Relay policies and procedures to ensure that child care enrollments are done appropriately.
- Provide ongoing enrollment-related training and technical support to CFWB staff.
- Manage high priority cases brought to the attention of Sr Management.
- Assists walk in clients who need assistance with the child care enrollment process.
- Collaborate with other entities such as CFWB Child Care Eligibility Resource Areas and Fair Hearing unit to confirm eligibility status of child care cases and HRA Benefits Access Center Staff to enroll providers/programs who are caring for TANF children.
- Monitor and performs time and leave duties for subordinates on a weekly basis
- Assign tasks and standards and evaluates staff job performances
- Schedule and conducts monthly and ad hoc one-on-one meetings for subordinates

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
