Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 150,000 apartments and over 300,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants.

Reporting to the Senior Director of the Planning & Project Management Office (“PPMO”), the Deputy Director will provide end-to-end project management to support the implementation of key projects and initiatives that are a priority for Operations. This includes executing initiatives; identifying risks and working proactively to mitigate risks; creating and managing communication plan for changes; and working with stakeholders to manage the implementation of high priority departmental projects, liaise with all NYCHA departments, and coordinate and follow up on requests, projects and assignments.

The Deputy Director will be an effective communicator and a results-oriented problem solver who leads and tracks diverse management teams. The Deputy Director’s responsibilities include, but are not limited to the following:

1. Oversee and direct the project management team comprised of four (4) senior project management professionals and one (1) junior project manager to develop, coordinate, and manage project activities and resources to meet the intended objectives as well as make strategic decisions, and monitor the progress of the project to keep it on schedule.
2. Responsible for overall project governance and direction, and implementing course corrections as needed. Duties shall focus on project monitoring, control, team integration, change integration, and corrective action as needed.
3. Assist team members in identifying challenges and developing innovative/impactful solutions that help address operational issues while ensuring the timely flow of information between departments and various stakeholders.
4. Coordinate projects under the purview of the Chief Operating Officer; this includes gathering business requirements, testing applications, hosting workgroup meetings, and tracking tasks and progress. Provide subject matter expertise to the team, managing large databases (Excel, Access, and other formats); ability to employ data to interpret information that is collected in the field into a series of recommended actions.
5. Ensure Operations lead projects are executed in accordance with the established NYCHA policies and procedures, and regulations.
6. Prepare project updates, briefings, presentations, agendas, and project materials for internal and external meetings.
7. Determine and coordinate activities required between the persons, agencies and department responsible for project completion.
8. Interface with various stakeholders on all levels, including executive, senior management, line staff, residents, and third parties.
9. Liaise between various departments within the Housing Authority to communicate and coordinate Operational change implementation strategies and ensure uniformity throughout Operations.
10. Solicit feedback from the leadership team to identify gaps and propose corrective action plans, including mechanisms to evaluate progress; ensure that lessons learned are accurately documented and fully incorporated into policy and new initiatives.
11. Aid in strategic planning, guidance, oversight, and tracking for various operations initiatives.
12. Spearhead and participate in special projects as needed.
13. Perform other duties as assigned.

Minimum Qualifications

1. A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or
2. A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or
3. A satisfactory equivalent combination of education and experience.


Preferred Skills

1. Proven experience managing complex operational or organizational projects. 2. Demonstrated leadership in public-sector, housing, or nonprofit environments. 3. Strong communication, problem-solving, and analytical skills. 4. Knowledge of change management frameworks and community engagement principles. 5. Proficiency in data and workflow tools such as Excel, Smartsheet, and Visio. 6. Ability to supervise teams and drive performance through coaching and accountability. 7. Experience drafting and implementing internal policies and procedures. 8. Strategic thinker with strong planning and execution abilities.
