The Division of Policy, Planning and Measurement (DPPM) is responsible for monitoring program performance and providing improvement guidance to ACS’ contracted Foster Care, Prevention, and Close to Home (CTH) provider agencies in the interest of improving outcomes for youth and families. Located within the DPPM, Agency Program Assistance (APA) is comprised of teams assigned to ACS’ foster care, prevention, and CTH providers. APA works to improve the quality of services provided and the outcomes achieved by the Administration for Children’s Services (ACS) provider agencies for New York City’s children and families. Foster Care providers, Deputy Directors are tasked with monitoring and evaluating the ongoing performance of Family-based and Residential Care Programs at the supervisory level.
Duties and responsibilities of the Deputy Director of APA will include the following:
- As a part of Operation Safe, act as a senior level technical assistance for provider agency executive leadership on quality assurance and quality improvement best practices focused on the most critical aspects of child welfare practice, high and very high-risk cases at critical points such as reunification or case closure.
- Provide guidance and coaching to provider staff on the use of evidence to inform monitoring of high-risk cases and overall practice improvements, analyzing data and developing systems for quality assurance and improvement.
- Evaluate and monitor provider performance, implement, and oversee accountability and corrective action processes for poor practice.
- Provide regular reports on provider performance and performance concerns to APA leadership. Flagging concerns for senior leadership and coordinating appropriate responses.
- Gather data to inform system improvement, identify best practices within agency practice to inform improvement across the system, and share information with other ACS divisions to inform policy and planning.
- Establish and maintain cooperative relationships with executive personnel in contact agencies concerning issues related to performance, evaluation, and improvement.
- Supervise, train, and coach APA staff to ensure high-quality, consistent implementation of quality improvement methodology across monitoring teams.

A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
