Job Description

This vacancy has now expired.

About the Agency:

The New York City Department of Housing Preservation (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love.

- We maintain building and resident safety and health
- We create opportunities for New Yorkers through housing affordability
- We engage New Yorkers to build and sustain neighborhood strength and diversity.

HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s affordable housing investment and ensure that these properties remain affordable and both financially and physically viable over the long-term. APM actively monitors the performance and regulatory compliance of City-sponsored projects and City-supervised Mitchell Lama projects, and also manages the City-owned inventory of properties.

APM includes the Divisions of Asset Management, Property Management & Client Services, Housing Supervision, Housing Opportunities & Program Services, and Co-op Readiness & Technical Services.

The Division of Housing Opportunity & Program Services ensures that HPD’s affordable housing is made available through fair, transparent, and accessible programming. Developers creating affordable housing are required to offer many types of units through an open lottery process on NYC Housing Connect and fill other units through a placement process for households in the City’s shelter system. Housing Opportunity & Program Services (HOPS) administers the housing lottery and homeless placements programs and crafts policy and procedures to ensure that these programs offer equal opportunity to all applicants and affirmatively further fair housing.

Your Impact:

As a Deputy Director of the Homeless Placement Services team, you will help to ensure that homeless clients are able to access affordable housing opportunities through an equitable, centralized, efficient process, geared to result in successful permanent tenancies.

Your Role:

As the Deputy Director you will be responsible for assisting in the supervision of the Homeless Placement Services team and play a meaningful role in implementing the referral and placement process for homeless set aside housing. The Deputy Director will manage two Team Leaders who each supervise a team of Homeless Rental Coordinators. The Deputy Director will monitor staff productivity and ensure program referral and placement goals and targets are met and, ultimately, homeless households are linked to permanent housing as quickly as possible. The Deputy Director will be charged with regularly reporting on the team’s progress in meetings or through regular email communication.
Your Responsibilities:

- Monitoring the work of Team Leaders and Homeless Rental Coordinators, delegating tasks and setting deadlines for team members and implementing new procedures and guidelines
- Preparing and maintaining various reports and other tracking methods to ensure the consistent coordination of referrals and placements
- Conducting regular reviews of homeless referrals and inventory information entered by team members in systems and databases to ensure information is accurate and up to date
- Continued streamlining of processes, identifying efficiencies to reduce placement times
- Establishing and maintaining effective coordination with the Department of Social Services (DSS), Human Resources Administration, various divisions within HPD, housing developers, and other external partners
- Listening to team members’ feedback and providing resolution and conducting training to staff as needed
- Creating a motivational team environment with an open communication culture
- Working on special projects or initiatives as assigned by the Director or senior staff
