As part of the 2022 state legislation that established the New York City Public Housing Preservation Trust, a housing facility can convert to the Trust only after an affirmative resident vote. The Deputy Director for Voting will build out NYCHA’s resident voting capacity. The primary responsibilities of the Deputy Director for Voting will include, but are not limited to, the following:

Provide strategic leadership and inspire residents, staff and other stakeholders:
- Develop, in collaboration with NYCHA leadership and key stakeholders, the voting unit’s goals and strategy and oversee the strategy’s implementation.
- Successfully engage and motivate residents, resident leaders, and other stakeholders through presentations, meetings, and one on one conversations.
- Develop and implement overall an engagement plan targeting NYCHA residents and staff around the voting process.
- Drive the voting and engagement narrative by constantly staying ahead of resident questions and ensuring that communications are clear, brief and in plain language.
- Foster continuous innovation and feedback loops in methods of engagement with residents.
- Manage and motivate permanent and temporary staff, as well as other NYCHA colleagues.

Build and manage the unit efficiently:
- Oversee successful votes in active voting sites such that voting and engagement activities happen seamlessly and stakeholder report enjoying working with the voting team.
- Manage the unit’s resources effectively, including budget, staff, equipment, effective use of NYCHA support units and collaborators’ good will.
- Launch or expand use of modern methods of communication including email, text and social media.
- Make targeted data and technology investments to improve team efficiency, improve accountability and reduce costs.
- Manage the unit’s procurement of an election administrator/s and the relationship with the vendor.
- Review the budget on a regular basis to understand drivers of expenses, staff time and election administrator time & costs and improve.

Provide accountability and foster collaboration:
- Ensure that voting happens in accordance with the voting rules by working closely with the law department and the election administrator/s, including managing the procurement and business relationships.
- Develop procedures, tools and training to standardize any and every possible element of the engagement and voting process and free up staff time to focus on innovating on strategic issues such as engaging hard to reach populations or addressing tough questions.
- Create accountability and reporting systems that allow to identify trends during engagement and voting as well as report on results and study them after the fact.
- Share as much information as feasible with internal and external stakeholders to streamline internal communications.
- As per the voting rules, issue a report after six votes on how it went and what areas to improve.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and five (5) years of satisfactory, responsible, full-time experience in a large government agency or business firm with programs in the field of housing, real estate/management, housing construction, engineering or a related field of which at least eighteen (18) months must have been in a responsible administrative, consultative, managerial or executive capacity; or
2. Education and/or experience equivalent to "1" above. However, all candidates must possess the eighteen (18) months of administrative, consultative, managerial or executive experience as described above.


Preferred Skills

The ideal candidate is able to develop strategy and implement all aspects of this work while also evolving the strategy as necessary. Candidate will also have experience standing up new teams and units and managing complex operations with multiple staff and stakeholders. Additional qualifications include: - Impeccable organizational and time management skills. - A proven ability to conduct grassroots campaigns and engage and motive voters and other stakeholders around a policy issue or campaign. - Previous experience working in a fast-paced environment and juggling multiple tasks at once. - Experience working with the communities NYCHA serves. - Experience managing a campaign budget and financial reporting. - Experience effectively managing a team and providing feedback on performance and growth opportunities. - Excellent oral communications skills and the ability to engage a diversity of stakeholders. - Excellent written communications skills and the proven ability to turn around written documents quickly. - An ability to take a data driven approach to planning, monitoring and evaluation. - Excellent political judgment and discretion as well as conflict resolution skills. - Experience working with communications, social media and polling experts to develop internal and external messaging and earned media strategies is a plus. - Spanish fluency is a plus.
