Reporting to the Director of Human Resources, the Deputy Director will provide oversight and administration for the agency’s human resources functions including personnel services, classification, recruitment, civil service administration, benefits, leaves, and employee programs; provide direction and guidance to management and program areas regarding human resource management; perform responsible analytical and supervisory work in the administration of personnel management activities.

Responsibilities will include:
- Coordination of recruitment, on-boarding, and personnel activities.
- Managing and administering new hire, promotion, title change, transfer, workers’ compensation, and employee separation requests.
- Supervision of HR support staff.
- Tracking, reporting, and escalating issues.
- Supervision of internal reports and records management.
- Liaison with stakeholders and oversight agencies.
- Overseeing tasks & standards and performance evaluation compliance.
- Overseeing pre-employment processing, onboarding, new hire orientations, and exit interviews.
- Liaison with internal teams, DOI, OMB, and DCAS.
- Residency compliance monitoring.
- Guidance and consultation to TLC management.
- Respond to inquiries from union officials and shop stewards.
- Reports, organization chart updates, and records management.
- Oversight for issuance and replacement of employee IDs and building access cards.
- Coordination for special programs such as onsite blood drives, flu shots, wellness activities, pilot programs, etc.
- Participating in strategic planning and continuous improvement efforts.
- Supervision of special projects and initiatives as assigned.
- Serve as a back-up for the Director as needed.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

The preferred candidate should possess the following: 5+ years of professional Human Resources management and supervisory experience in a government setting experience with HR management systems including NYCAPS, CHRMS, PMS, and PRISE demonstrated experience with project management and/or process management ability to handle multiple tasks simultaneously under tight deadlines strong quantitative and reporting skills strong analytic, problem solving, and time management skills excellent verbal communication skills and presentation skills strong business writing skills advanced skill level with Microsoft Word, Access, Excel, Visio, and PowerPoint programs advanced proficiency with spreadsheet applications excellent organizational skills with strong attention to detail strong customer and quality focus excellent research and documentation skills experience documenting business processes and implementing solutions ability to interface effectively with all levels of management and ability to excel in a collaborative and fast-paced environment.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
