Major Responsibilities

- Under general direction, with very wide latitude for the exercise of independent judgment and initiative, perform responsible and complex work in planning, coordinating, scheduling and overseeing the development, implementation and regulatory compliance for NYC Parks property requiring asbestos, lead paint, mold and PCB testing, abatement and air monitoring and related technical reviews.
- Oversee and track the development of bid documents, Standard Operating Procedures and Specifications, contracts, work orders and change orders related to the industrial hygiene assessments and abatement and subsurface investigation components of various capital projects, including management, metrics and maintenance of a tracking database.
- Prepare detailed reports on the progress and budget schedules of environmental projects including those mandated by regulatory agencies.
- Prepare and evaluate environmental engineering estimates and reports prepared by outside contractors for work on Parks property for completeness and pricing.
- Perform technical review of sampling investigation reports, abatement efforts and contractor submittals. Advise landscape design, architecture and construction staff on regulatory requirements for industrial hygiene sampling, abatements and related notifications.
- Evaluate regulatory requirements and legislative initiatives for their impacts on Capital projects.
- Supervise the abatement work by contractors and prepare final reports that include daily logs of work completed by contractors and associated calculations to support contractor payments.
- Manage the administrative aspects of Parks’ abatement contracts and monitor work orders, payments and overall contract management to assure continuation of service by monitoring capacity, renewals and when replacement contracts are needed.
- Manage and assign tasks to Building Materials staff; perform annual evaluations for staff.
- Work closely with Director and senior staff to establish Environmental Remediation Unit’s (ERU’s) goals and priorities.
- Sign on behalf of the Agency waste profile forms and hazardous waste manifests when the Director is unavailable to do so.
- Coordinate with Interagency, Building Construction, Citywide Services and Health & Safety staff on Capital and Maintenance & Operation projects to ensure industrial hygiene sampling and abatements are integrated with construction projects.
- Provide direction to and oversee performance of ERU staff.
- Represent ERU and the Agency at meetings with senior staff, contractors and other professionals when the Director is unavailable.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

1. Excellent management, administrative and communication skills, and the ability to interpret technical information to the lay person. 2. Knowledge of NYC Department of Environmental Protection’s Asbestos Control Program and Department of Building requirements. 3. Occupational Safety and Health Administration Hazardous Waste Operations on Emergency Response (HAZWOPER) Training Certificate and/or Workplace Safety and Loss Prevention Consultant Certificate from the Department of Labor. 4. New York State Department of Labor Asbestos Certificate of Competence, Asbestos Handling License and/or Asbestos Supervisor Certificate. 5. A valid New York State driver license.

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
