The Deputy Director, Energy Data Platforms will work within DEM’s Energy Supply, under the guidance of the Assistant Commissioner, Energy Supply unit, but in extremely close coordination with DEM’s other units.

The selected candidate will be charged with responsibilities including, but not limited to, the following:

1. Energy Data Product Development. Collaborate with internal and external technology teams to build comprehensive acceptance criteria, identifying and elevating any need for additional due diligence to define energy management products across the city’s portfolio of energy users. Establish, communicate, and monitor product goals and performance indicators.

2. Growth and Optimization | Demonstrating a growth mindset to user engagement and optimization focus on cost management, develop hypothesis-driven assessment of data to ensure product or feature delivers on real business needs. Prioritize and own feature development roadmaps, incorporating all necessary stakeholder compatibility and risk management procedures.

3. Technology Strategist | Working both autonomously and with key stakeholders, conduct research and develop energy data management features utilizing existing and new technology. Collaborate with internal IT teams, external data vendors, and end users to assess optimal solutions for end-user needs with both technology and/or process improvements. Serve as the product representative to enterprise governance and policies (Enterprise Change Management, Software Delivery Lifecycle, Legal Risk Control Compliance). Ensure product vision and strategy incorporate a holistic product approach towards sustainability, quality, and scalability.

4. Transformational Leadership | Manage and guide a network of relationships among internal and external IT teams, key internal stakeholders, and partner agencies through horizontal forum to continually evaluate needs. Develop and implement a product roadmap to deliver business value for stakeholders, elevate unit efforts, and become an expert on end-user needs.


Flexible Work Update:

This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
