Strategic Performance and Innovation (SPI) is the operational and analytical arm within the Office of Citywide Procurement responsible for information systems management, project management, program administration, and budgetary responsibilities, and is the center of innovation working to improve performance, increase efficiency, and realize productivity gains while aligning with citywide strategic goals, overall agency responsibilities, and policy initiatives.
DCAS seeks a Deputy Director of Data and Analytics responsible for supporting the Data Director in overseeing a team that produces analyses and reports key to core operations across the agency. Duties include but are not limited to the following:
- Extract, clean, merge, and analyze data from various systems such as the City’s Financial Management System (FMS), Procurement (Passport), Warehouse Management System (WMS), among others, and Bureau Quality Assurance Inspection System (BQA).
- Create or oversee the development of internal and external reports, providing quality assurance in data collection, standardization, and dissemination.
- Interpret complex data and translate findings into tangible next steps to drive decision-making.
- Perform quantitative and qualitative analysis to provide recommendations to executive staff
- Translate and interpret data findings to present analysis to senior leadership via presentations, charts, tables, and dashboards
- Conduct programmatic research, evaluations, assessments, and cost analysis.
- Troubleshoot data-related issues with team members.
- Create and manage key performance indicators (KPIs) and departments’ dashboards.
- Use banking data sets to see citywide credit card purchase-related data, M/WBE utilization, and analyze financial data sets.
- Coordinate data quality assurance in tracking performance related to compliance with Local Laws, Executive Orders, or other statutory authorities - including the Mayor’s Management Report (MMR), Local Law 1 of 2013, OneNYC, and Local Law 63.
- Automate reports using Python, Power Query, and Power BI; create server data sets and standardized queries using Microsoft SQL.
- Run queries using the various financial and procurement management systems.
- Maintain the line of service budget for the fiscal year and assist in the management and training of data analysts.
- Serve as the liaison between DCAS and external entities to implement strategic and technical projects/initiatives.
- Oversee the procedural development of systems, applications, and projects and provide policy guidance and technical assistance to senior leadership.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

- Strong knowledge of the City’s Financial / Accounting Management System (FMS), Passport (Procurement System), and/or similar system(s). - Experience analyzing and interpreting large sets of data. - Knowledge of programming software and languages, such as SQL, Python, R. - Strong organizational leadership abilities as a manager to plan, coordinate, implement, and manage complex projects in an efficient manner. - Ability to manage multiple complex projects and prioritize. - Capacity to work independently in a fast-paced environment while remaining productive and efficient. - Excellent writing, communication, and research skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
