JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Deputy Commissioner, Management & Budget (DCMB) ensures the financial strength of the Department through the judicious management and oversight of all Department budgeting, financial planning, procurement of goods and services, capital construction, property management, payment for expenditures, and the processing of contracts. DCMB serves as the Chief Fiscal Officer of the Department; exercises management control over all Department fiscal matters, administers and supervises the acquisition of Department supplies and equipment, and controls leasing, use, construction, and maintenance of all Departmental facilities.

Under direction of the Director, Data Analytics and Technology Solutions, serves Deputy Director. Supports Bureau-wide initiatives. Prepares dashboards, charts and reports using large data sets to be utilized for decision-making by executive management. Creates and maintains Bureau-wide reporting mechanisms and shared data files. Develops easy-to-interpret reporting on key metrics for daily, weekly, quarterly or annual periods. Uses statistical methods to identify areas for operational improvement and generating technical proposals for streamlining processes. Collaborates with staff to prepare Standard Operating Procedures and workflows for Bureau processes. Collaborates with Information Technology Bureau staff to add new attributes to more accurately group or store information for Business Process improvements. Performs related tasks.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

Advanced knowledge of Power Bl, Microsoft SharePoint and Microsoft Office Suite.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
