HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities.
The Office of Asset and Property Management (APM) is composed of five divisions, which includes the Divisions of Asset Management, Property Management & Client Services, Housing Supervision, Housing Opportunities & Program Services, and Co-op Readiness & Technical Services.
The Division of Co-op Readiness & Technical Services (CRTS) oversees the Tenant Interim Lease (TIL) program, which trains and assists tenant associations in City-owned buildings to develop economically self-sufficient low-income cooperatives, and the Technical Services program, which provides technical resources to various HPD programs by assisting in monitoring construction, repair work, preparing repair scopes, violations removal and other technical assistance.
Your Impact:
As the Deputy Director of Compliance and Operations you will manage a team of seven (7) staff, and a portfolio of 81 buildings with 74 Tenant Associations (TAs). The Deputy Director will be responsible for overseeing the performance of TAs; ensuring functionality and tenant management; promoting accountability amongst program staff and TAs; ensuring compliance and operational standards are met and exceeded and promoting overall compliance with the program and all applicable rules and regulations.
Your Role:
Your role will be to manage, oversee and administer TIL By-Laws, agency policies, procedures, and adherence to city Net Leases.
Your Responsibilities:
- manages and maintains program compliance of tenant associations (TAs) through the enforcement of program rules, by-laws and net leases.
- Designs and monitors corrective action plans and probation periods, including making recommendations for program termination; ensures timely and responsible communications and notifications to TAs.
- Manages successor tenancy processing to ensure compliance, consistency, accurate determinations, timely responses, accurate tracking, and proper post application processes including new leases, rent setting, and holdover evictions.
- Manages and maintains program filing system that is secured, well-organized, and routinely archived; and ensures files are complete with all required legal and program documents and correspondences.
- Coordinates background information and documentation as needed for applicant cases; manages procedures for approved successor tenants including setting preferential rent for hardship claims.
- Implements and manages file audit process to ensure files are complete as per Building File Checklist.
- Develops and executes trainings and workshops for staff and contracted vendors on program rules and compliance.
1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or
3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
- Minimum 3 years of experience in property management, building maintenance, tenant organizing and/or tenant association management. Cooperative management a plus - Minimum 2 years of experience in staff supervision and personnel management including professional development - Strong quantitative analysis skills and familiarity in real estate financial management practices - Demonstrated capacity for organization, effective time-management, and precision in a fast-paced and demanding environment - Demonstrated ability to build a cohesive, knowledgeable, and skilled team and the ability to lead teams through change - Must possess excellent professional writing and oral communication skills - Must be proficient in MS Excel, MS Word, and MS Outlook How to Apply: Please go online and apply at www.nyc.gov/jobs Work Location: 100 Gold Street New York, NY 10038 NYC Residency required.
