New York City nonprofits engage millions of residents each year in critical programs, from arts and culture to community building to housing, and the sector employs nearly a fifth of all NYC workers. The City across all agencies contracts and collaborates extensively with nonprofits for a range of public services. Recognizing nonprofits’ essential role in the fabric of the City, in late 2021, the City Council passed Int. 1784 to establish a Mayor’s Office of Not-for-Profit Services. At the same time, the incoming Adams and Lander Administrations launched the Joint Taskforce to Get Nonprofits Paid on Time as a part of the transition process, which released an Action Memo with a set of recommendations in February 2022.
The Mayor’s Office for Nonprofit Services will engage with and support both New York City’s nonprofit sector and City agencies that contract with nonprofit partners. Among its core functions, the Office will serve as a hub to engage and communicate critical information to nonprofits, develop and deliver a capacity-building program to support nonprofits to more easily contract with the City, research the health of the sector, and coordinate activities to advance the recommendations of the Joint Task Force to Get Nonprofits Paid on Time.

About the Role:
The New York City Mayor’s Office seeks a Deputy Director of Communications and Research for the Mayor’s Office for Nonprofit Services, a new Mayoral office dedicated to supporting thriving communities and ensuring the delivery of essential services to New Yorkers by amplifying the work of nonprofit organizations. The Deputy Director of Communications and Research will report to the Executive Director and work closely with the other Deputy Directors within the office.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Assisting in the standing up of the Mayor’s Office of Nonprofit Services, including hiring staff, and launching operations.
- Serving as the ombudsperson for nonprofit sector.
- Creating a communications structure that will serve as the central hub for the nonprofit sector.
- Routinely convening nonprofits to gather information on emerging issues and providing updates to the sector on policy and programmatic changes to ensure the concerns of nonprofits are elevated.
- Distributing an informational bulletin to the nonprofit sector on a regular basis with key information and updates on local, state, and federal policy affecting nonprofits, updates on citywide initiatives affecting nonprofits, and capacity building opportunities for nonprofits available through the City or external partners.
- Developing a research strategy to commission action-oriented research that includes an annual state of the sector survey and analysis of large-scale policy challenges affecting the sector to better understand new and emerging trends.
- Assisting in the development and implementation of strategies to improve equity and inclusion in City contracting with nonprofits including viable business models.


Minimum Qualifications

1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or
4. A satisfactory equivalent combination of education and experience.


Preferred Skills

The Deputy Director of Communications and Research will demonstrate a successful combination of the following key personal qualities, attributes, and professional qualifications: - Five or more years of nonprofit management experience. - Five or more years of managerial experience in City government, with a preference for experience relating to work with nonprofit health and human services providers. - Experience developing and implementing communication strategies tailored to various stakeholder. - Experience developing research strategies on complex policy topics. - Demonstrated ability to build consensus among diverse City and external stakeholders. - Demonstrated experience leading the implementation of cross-agency initiatives. - Experience working with nonprofits of a wide range of sizes and understanding of the organizational challenges they face, including barriers to contracting with the City.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
