Since 1917, Teachers’ Retirement System of the City of New York (TRS) has been building better tomorrows for the educators of New York City. TRS serves over 215,000 members with a mission to provide them retirement, disability, and death benefit services.
The successful candidate is a proven leader who oversees and plans strategic goals and provides support and direction to the managers and staff of the Accounting Department including Member Accounting, Retirement Payroll and TDA/Loans. The Deputy Director/Assistant Chief Accountant is required to contribute and assist in defining fiscal year goals; monitor these areas' production and goal completion; plan with the Director for improvements and growth.
Primary Responsibilities:
- Provide leadership and oversight for the Member Accounting, Retirement Payroll and TDA/Loans functions, ensuring accuracy and compliance with financial regulations.
- Stay abreast of changes in financial regulations and adjust practices accordingly.
- Implement and maintain accounting systems and procedures to enhance efficiency and accuracy.
- Define, communicate, and oversee continuous quality improvement standards incorporating improvement initiatives to meet the department and agency strategic and tactical plan.
- Collaborate with other departments, senior management, and external stakeholders to ensure a coordinated approach to financial management.
- Provide direction, leadership and ongoing coaching and development to ensure the SLAs, and OLAs, policies, procedures, and professional standards for all units.
- Define and manage resource and staffing levels to meet accounting goals and strategic plan objectives; assists managers with implementing new functions in their unit
- Evaluates the managers of Retirement Payroll, Member Accounting and Loans / TDA respectively. Evaluations are done annually.
1. A baccalaureate degree from an accredited college or university including or supplemented by 12 credits in mathematics, statistics, accounting, and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations; or
2. An associate degree or 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in “1”; or
3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must have 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in “1” above.
Qualifications: - At least 5 years experience as a manager. - Familiarity with relevant financial regulations, standards, and compliance requirements for 403(B) Plans. - Good understanding of research methods and data analysis techniques - Excellent organizational, leadership and people management skills - Outstanding communication and interpersonal skills, with the ability to convey regulations and requirements to various stakeholders. - Thorough understanding of diverse business processes and strategy development - Excellent knowledge of MS Office, databases, and information systems
