The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for oversight of for-hire transportation in New York City, which comprises six distinct industries: yellow taxis, community car services, luxury limousines, black cars including app-based dispatch companies such as Uber and Lyft , paratransit vehicles and commuter vans. This position will oversee the critical work of Green Rides, a mayoral initiative that will require Uber and Lyft to dispatch 100% of trips to electric vehicles (EV’s) or wheelchair accessible vehicles (WAV’s) by 2030. The Deputy Commissioner for Policy and Community Affairs also manages the Assistant Commissioner for Data Analytics and the Assistant Commissioner for Community Affairs. This position manages the driver pay and utilization rate policies and updating legacy regulations to reduce regulatory burdens, provide even regulation across the licensed industries, and allow for innovation and competition. This position oversees the agency’s Community Affairs unit which conducts extensive outreach to TLC communities and is building up the mobile services provided by Van Hailin. The Deputy Commissioner for Policy and Community Affairs works closely with the Commissioner and other Deputy Commissioners to develop data-driven policy solutions for the agency; oversees the online TLC Fact Book, assists the Commissioner in overseeing the implementation of high priority initiatives; oversees the investigation and analysis of approximately one-million daily trip records; and plans and coordinates projects and studies relevant to agency operations. The Deputy Commissioner for Policy and Community Affairs will oversee 25+ personnel responsible for research and data analysis; technology evaluation and licensing; driver and stakeholder outreach and driver education. The Deputy Commissioner for Policy and Community Affairs represents the agency to industry stakeholders, elected officials and their staffs. The Deputy Commissioner for Policy and Community Affairs presents rule proposals and research updates to the TLC board of commissioners, periodically represents the Commissioner before the City Council, and oversees key initiatives in coordination with City Hall and other agencies (including congestion-related policies).
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
Although not required, the successful applicant will likely have one or more of the following academic or professional experiences: urban planning, transportation policy, public policy, business, law, economics, statistics, environmental studies, or in a related degree program. Masters degree, MBA or J.D. preferred. Preference will be given to candidates with at least two years experience serving as a senior member of an executive team. The successful candidate will have experience in a role with significant policy making discretion with a track record of directing complex policy analysis, developing communication and outreach plans for new policy initiatives, and implementing major policy changes. Significant management experience is strongly preferred. Interested candidates should have excellent written and verbal communication skills, effective problem-solving skills, and the ability to prioritize, manage time, foster professional development and engagement in a diverse team and engage in multiple tasks in a fast-paced environment. The ideal candidate has experience communicating with elected officials and the press. Candidates should be highly motivated. Strong data analysis skills preferred but not required. Since the person in this position will oversee a team carrying out highly technical analyses of large data sets, fluency with GIS, SQL, Python, R, or related tools/languages is a plus. At a minimum, the candidate should be able to review results of analyses with a critical eye and provide common sense feedback. The ideal candidate has comfort not only reviewing data but speaking about how it informs policy decisions to audiences with varying levels of technical understanding, ranging from technologists to elected officials and the press.
