The Office of Chief Medical Examiner (OCME) exists to provide answers in support of families, victims, and community during times of profound need. OCME investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person. The OCME also manages all functions of the City mortuary, including retrieval and processing of unclaimed deceased bodies, and facilitates final disposition.

JOB DESCRIPTION

The New York City Office of Chief Medical Examiner (OCME) seeks a Deputy Commissioner of Forensic Operations and Investigations. Reporting directly to The Chief Medical Examiner, the selected candidate will operationalize the strategy, goals and mission of OCME as envisioned by the Chief Medical Examiner. The Deputy Commissioner will serve as the leader of all forensic operations, all investigations, and all mortuary functions and staff. This includes quality assurance and forensic training compliance (internal and external). The Deputy Commissioner will also lead the agency’s specialized mass fatality management team and oversee all agency emergency planning, preparedness, and 24/7/365 response to catastrophic or major events resulting in fatalities anywhere within the City of New York.

Responsibilities include but are not limited to:

- Oversight of development and management of all policies, processes and personnel for Forensic Operations and Investigations 24/7/365
- Forensic Operations

- Medicolegal Family Outreach and Identification services
- Emergency Operations and Disaster Planning and Response
- Death Scene Investigations
- Mortuary Operations
- Medical Examiner Transport Teams (METT)
- Motor Vehicle Operations
- Fleet Services and Transportation
- Information Techoology for the Division
- Oversee all mortuary services, including outreach to find potential next of kin, and the dignified retrieval, processing, storage, and release of unclaimed deceased bodies to funeral homes or to city burial for final disposition.
- Design and oversight of major forensic policy, operations and service delivery, and the administration of the budget for all equipment, supplies and staffing needs for the division.
- Establish, improve, and ensure ongoing compliance, risk assessment and quality assurance mandates.
- Develop organized, concise, and accurate account of the facts surrounding suspicious or unexpected deaths within the City of New York.
- Act as a liaison between forensic operations, community stakeholders, funeral industry, treating physicians, law enforcement, and families of decedents.
- Remain on-call nights, weekends, and holidays to respond as necessary to citywide emergency incidents involving fatalities.


Minimum Qualifications

1. A baccalaureate degree from an accredited college, with specialization in criminalistics, forensic science, chemistry, biology, physics, molecular genetics, genetics, biochemistry, molecular biology, entomology, anthropology, ecology or a closely related scientific or engineering field.


Preferred Skills

- Demonstrated senior level experience with systems, plans, policies, and procedures in the forensic investigations field. - At least five years of full-time senior leadership experience in mortuary management and forensic investigations and operations. - Leadership experience in disaster recovery, hazard mitigation, and project management experience. - Experience in an executive capacity in the execution of emergency plans and operations.
