The NYC Department of Design and Construction, Public Buildings Division, seeks a Deputy Commissioner. The Deputy Commissioner, under the administrative direction of the Commissioner, with full latitude for the exercise of independent judgment, action, and decision-making, will manage the agency’s Public Buildings Division, responsible for the design and construction of civic and uniform structures including, libraries, museums, health facilities, police precincts, firehouses, EMS stations, courts, correctional facilities, recreational facilities as well as critical and emergency programs. The Deputy Commissioner will be responsible for the leadership of all activities of the division, overseeing the overall direction of the Program Delivery Units and Architecture & Engineering units, supported by approximately 300 executive, managerial, professional, and administrative staff. The Deputy Commissioner will also establish short and long-term plans; set goals, objectives, and priorities for more than 20 City Sponsor Agencies; and provide executive leadership on divisional/agency initiatives, including implementation of new programs. The successful candidate will also allocate resources for the most effective utilization to execute capital construction project portfolios consistent with the division’s project delivery and construction management procedures and ensure Commitment Plan and MMR goals are met/exceeded. In addition, the Deputy Commissioner will be responsible for making final recommendations to the Commissioner concerning extremely complex and technical programs.

Bachelor’s degree from an accredited college, and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel, or activities related to the duties of the position; or
A combination of education and/or experience equivalent to “1” above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative, or supervisory experience as stated in “1” above.
Must demonstrate competency and/or history of consistent quality performance in the following areas: Procurement law and construction law project delivery methods such as design-bid-build, design-build, progressive design-build, and CM-Build (CMAR / CMGC) procurement of design professionals and contract administration procurement of construction contracts and contract administration and certified by the Design Build Institute of America or other organizations that provide training and continuing education in procurement law, construction law, and various project delivery tools. Candidate should have one of the following: a PE, RA, LRA, or a master's degree in construction or construction project management or construction management. Ideal candidate may also be certified by DBIA or CMAA.
