HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement of Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division.
Your Impact:
Under executive direction of the Citywide Chief Inspector for Code Enforcement, with latitude for independent initiative, judgment and decision making, the Deputy Citywide Chief Inspector (Housing) is responsible for all Code Enforcement inspectorial and support staff activities in the five boroughs of the City of New York in the absence of the Citywide Chief Inspector. Code Enforcement field personnel are responsible for ensuring the proper application and interpretation of the New York State Multiple Dwelling Law, New York City Housing Maintenance Code and all other applicable rules and regulations. The Deputy Citywide Chief Inspector’s responsibilities include, but are not limited to, the following:
Your Role:
As the Deputy Citywide Chief Inspector for Code Enforcement, you will be responsible for, but not limited to, the following;
- Oversee operations conducted by the Code Enforcement Borough Offices, the city-wide Emergency Response Unit, and other enforcement units under the command of the Citywide Chief Inspector. Ensure the implementation of and adherence to directives and procedures issued by the Citywide Chief Inspector. Help manage the allocation of resources, including personnel, vehicles, etc., and monitor workload.
- Assist with the development of training and evaluative tools for Code Enforcement personnel.
- Participate in decision making regarding specific actions to be taken in preparation for or during emergency situations for all units in the Code Enforcement portfolio.
- Assist in the implementation of new laws, procedures, and technology for the Division. Support the Citywide Chief with restructuring staffing operations to meet the requirements of new mandates to help meet legal and regulatory requirements.
- Required availability for Code Enforcement emergency response 24/7. The Deputy Citywide Chief Inspector (Housing) is on-call and must help direct field operations and provide guidance and oversight to responding and executive level agency personnel.
1. Seven years of full-time, paid experience in the management of the maintenance and repairs of private or public residential, commercial or industrial real estate properties, building construction inspections or field inspections and investigations requiring the gathering and reporting of housing or building data or full journeyman-level experience in the building trades as a mason, carpenter, plasterer, iron worker, plumber, at least 18 months of which must have been in a managerial or administrative capacity; or
2. Five years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus two years of education in an accredited college or technical school in a construction program or education towards a baccalaureate degree in a related field of Engineering, Architecture or Engineering Technology; or
3. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus an approved five year apprenticeship in housing inspection; or
4. Completion of three years of apprenticeship in housing inspection, plus either four years of experience as described in "1" above, at least 18
months of which must have been in a managerial or administrative capacity or two years of experience as described in "1"above, at least 18 months of which must have been in a managerial or administrative capacity and two years of education as described in "2" above; or
5. Education and/or experience which is equivalent to "1", "2", "3", or "4" above. All candidates must have at least two years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. Six months of experience will be credited for each year of apprenticeship in the building trades up to a maximum of two years of the general experience.
- Knowledge of NYS Multiple-Dwelling Law, NYC Housing Maintenance Code, housing policies, law, etc. - Strong interpersonal skills which allow effective direct communications with HPD officials, agency staff and external parties to which the Division relates. - Ability to work under pressure and restrictive deadlines, in an atmosphere of intense activity, and be able to elicit the same from subordinate staff. - Supervisory skills which allows the ability to delegate responsibility. - Excellent analytical abilities, interpretative & research skills. - Excellent verbal, writing and computer skills.
