The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
The Deputy Chief Technology Officer reports directly to the MOCS Chief Technology Officer (CTO) and shares in the oversight of all aspects of MOCS applications, data services, and infrastructure and works closely with executive management to define, implement, and support the overall technology strategy for the agency. The Deputy CTO must be an experienced, customer-oriented executive able to empower MOCS in realizing its mission through the development, integration, support, and maintenance of the technology on which the agency relies, and must be able, when necessary, to assume oversight of the Office of the CTO.
The Deputy CTO will have a significant role in leading all areas influencing the design, implementation, and support of software applications, related data management and delivery, including the City of New York’s Procurement and Strategic Sourcing Portal (PASSPort) a comprehensive e-sourcing and e-procurement system that is hosted in a cloud-based, software as a service (“SaaS”) environment and the Procurement Data Warehouse (PDW), a large-scale data repository and business intelligence solution in an AWS cloud-based infrastructure. In addition, the Deputy CTO will be responsible for direct oversight of MOCS infrastructure design, support, and security, including the MOCS cloud environments.
Responsibilities include, but are not limited to:
- Assist in the development and implementation of digital strategies to improve customer engagement and optimize operations to support MOCS’ mission
- Regularly work with Agency Executives, Commissioners, Deputy Commissioners, partners, system integrator, and vendor community to converge on major decisions that influence the strategic direction of the organization, business processes, and systems that pertain to the City’s contracting and procurement process
- Assist in identifying, designing, and implementing technology and business solutions, from integration solutions to functional design
- Participate in areas of design, development, product management, data management, data architecture, data security and security of applications and/or operations of complex technology environments (programs, applications, systems, and/or infrastructure), where needed
- Demonstrate extensive knowledge and a proven record of success in managing all aspects of projects including the identification of business requirements, functional design, process design, prototyping, release management, testing, reporting and analytics, program quality assurance, performance and risk management, application architecture and security
- Work closely with stakeholders, key decision makers and staff to leverage best practices, to apply human/user-centered design principles, and to promote innovative methods and new technological approaches wherever possible
- Verify the cloud-based Platform as a service (PaaS), SaaS, and Infrastructure as a service (IaaS) architectures and stay current on latest technology trends, especially as they pertain to procurement and contracting
- Review project processes, validation practices, and business rules for completeness and scalability, and
- Manage teams who oversee special projects and initiatives as required

1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or
4. A satisfactory equivalent combination of education and experience.
Must demonstrate competency and/or history of consistent quality performance in the following areas. - Extensive leadership experience directing teams of technical staff, as well as experience scoping and implementing cross-division projects and initiatives - Extensive project management experience with practical experience in product development and application of user-research, design-thinking and agile methodologies - Demonstrated experience in policy research, city government, contracting and procurement - Familiarity with New York City’s Enterprise Resource Planning (ERP) and ERP-like architecture and systems (i.e., Financial Management System (FMS), PASSPort, VENDEX, HHS Accelerator, Omnibus Automated Image Storage and Information System (OAISIS)) - Familiarity with New York City’s network infrastructure (Citynet) as well as City of New York cyber security requirements and practices
