This vacancy is only open to 1) current permanent employees serving in the Certified IT Administrator (Database) civil service title or 2) on leave from the title or 3) permanent employees in or on leave from a comparable title.

Major Responsibilities
- Work with Agency stakeholders to understand the business strategy drivers and business problems to be solved by a given solution.
- Assess existing and future solutions requirements and support vendor selection.
- Assess technology across the enterprise application/technology portfolio.
- Provide guidance on enterprise adoption of new standard technologies.
- Support delivery of solution architecture for a given initiative that complies with enterprise reference architecture.
- Develop enterprise reference architecture documentation.
- Translate business and technical requirements into an architectural blueprint to achieve business objectives and document all
solution architecture design and analysis work.
- Create architectural designs to guide and contextualize solution development across products, services, projects and systems (includ-ing applications, technologies, processes and information).
- Lead evaluation, design and analysis for the implementation of a solutions architecture across a group of specific business
applications or technologies, based on enterprise business strategies, business capabilities, value streams, business requirements and enterprise standards.
- Confirm the conformance of applications, components and services to established standards and best practices. Ensure compliance with IT standards and guidelines throughout the application development lifecycle.
- Identify probable system or design flaws and escalate issues to upper management before serious performance impact.
- Analyze and make recommendations regarding the possibility of optimizing and enhancing existing functionalities to meet NYC’s Of-fice of Technology and Innovation (OTI) standards.
- Assist in the development and review of technical specifications for procurement of IT systems and services, including the
evaluation of vendor submissions solicited via bids and requests for information and proposals.
- Liaise with IT vendors, as necessary.
- Ensure technology solutions adhere to security policies and guidelines promulgated by the Security team.
- Execute IT Strategy Plans such as Application Modernization, IT Security Strategy, Cloud Strategy and Data Center
Relocation Strategy.

Minimum Qualifications

Professional/Vendor Certification(s) in database administration that is required for the position to be filled. In addition, you must have one of the following:
1. A baccalaureate degree from an accredited college or university, and two years of satisfactory fulltime (not classroom based) experience in database administration. Experience must include database design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management;

2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described in "1" above; OR

3. A satisfactory equivalent of education and/or experience equivalent to “1” or “2” above. Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from
an accredited college or university is equivalent to 6 months of information technology experience, but may not be substituted for the required database administration experience. A masters degree in computer science or a related field from an accredited college or university may substitute for one year of database administration experience. However, all candidates must have at least one year of satisfactory full-time (not classroom based) database administration experience as described in "1" above.


Preferred Skills

1. 6+ years of IT experience with 3+ years of operational experience working with senior management. 2. Minimum of five years’ experience in at least two IT solution development disciplines e.g., technical or infrastructure architecture, network management, application development, middleware, database management or cloud development. 3. Experience delivering presentations to senior-level executives and technical audiences. 4. Good understanding of product management, agile principles and development methodologies. 5. Experience working with Microsoft Azure, Microsoft Dynamics, Salesforce, Tableau and ESRI. 6. Experience working with .net and SQL database technology stack. 7. Demonstrated capabilities of delivering communications materials. 8. Significant track record of executing tight deadlines in government. 9. 3+ years’ experience in leading and executing IT strategies such as digital business strategy, cloud strategy, application modernization or data center relocation strategy. 10. Good understanding and technical knowledge of current network and client operating systems, hardware, protocols and standards, such as Windows OS, cloud platforms like O365 and Azure. 11. Demonstrated ability of applying IT in solving business problems. 12. Good understanding of Software Development Life Cycle tools such as AzureDev Ops, Jira, Project online.
