HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Division of Code Enforcement’s Housing Quality Standards (HQS) Unit is required by federal legislation and Housing and Urban Development (HUD) regulations to ensure that each unit occupied by a subsidized household is “decent, safe and sanitary.” To meet this requirement, HPD conducts a Housing Quality Standards (HQS) inspection prior to providing assistance on behalf of a participant and biennially throughout the term of assisted tenancy. HPD reserves the right to conduct inspections more frequently. With HUD approval, HPD may use alternative methods to conduct inspections that ensure units meet HUD’s housing quality standards. An HPD inspector trained in Housing Quality Standards will conduct inspections. Inspected units will receive a designation of “pass,” or “fail.”
Your Impact:
As the Deputy Chief Inspector for the Division of Code Enforcement’s Housing Quality Standards Unit (HQS), you will assist the division in assuring owner compliance with the New York city Housing Maintenance Code (HMC) and the New York State Multiple Dwelling Law (MDL) in privately-owned, multiple-unit dwellings and tenant-occupied apartments in one- and two-family houses throughout the City to promote quality housing for New Yorkers. In addition, you will also be responsible for ensuring owner compliance with HQS for HPD administered subsidy programs, including but not limited to the Housing Choice Voucher Program, Emergency Housing voucher program, as well as other Federal subsidy program administered by HPD. The Deputy Chief Inspector for the Division of Code Enforcement’s Housing Quality Standards Unit will play an important role in coordinating tenant based rent assistance program (TBRA) and Low Income Housing Tax credit program (LIHTC) inspections.

Your Responsibilities:
Deputy Chief Inspector for the Division of Code Enforcement’s Housing Quality Standards Unit you will be responsible for, but not limited to, the following;
- Lead the planning, directing, and coordinating inspectorial and support staff activities for the unit.
- Ensure the proper application and interpretation of the New York State Multiple Dwelling Law.
- Ensure HUD rules and regulations are applied, to ensure that each unit occupied by a subsidized household is “decent, safe and sanitary”.
- Ensure inspectorial staff is knowledgeable about the New York City Housing Maintenance Code, and all other applicable rules and regulations enforced by the unit.
- Responsible for quality control: ensure that inspection, re-inspection, and violation information is attended to timely and properly entered into the computer system and kept current.
- Attend meetings and housing conferences as a representative of Code Enforcement.
- Perform special assignments as requested.
- Supervise inspectorial and administrative staff in the performance of their duties at two work locations.
- Provide ongoing technical training and consultation to inspectorial staff.
- Implement policies and procedures as directed.
- Accompany inspectors on field inspections to address complex issues and concur vacates.
1. Seven years of full-time, paid experience in the management of the maintenance and repairs of private or public residential, commercial or industrial real estate properties, building construction inspections or field inspections and investigations requiring the gathering and reporting of housing or building data or full journeyman-level experience in the building trades as a mason, carpenter, plasterer, iron worker, plumber, at least 18 months of which must have been in a managerial or administrative capacity; or
2. Five years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus two years of education in an accredited college or technical school in a construction program or education towards a baccalaureate degree in a related field of Engineering, Architecture or Engineering Technology; or
3. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus an approved five year apprenticeship in housing inspection; or
4. Completion of three years of apprenticeship in housing inspection, plus either four years of experience as described in "1" above, at least 18
months of which must have been in a managerial or administrative capacity or two years of experience as described in "1"above, at least 18 months of which must have been in a managerial or administrative capacity and two years of education as described in "2" above; or
5. Education and/or experience which is equivalent to "1", "2", "3", or "4" above. All candidates must have at least two years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. Six months of experience will be credited for each year of apprenticeship in the building trades up to a maximum of two years of the general experience.
- Strong interpersonal skills which allow effective direct communications with HPD officials, agency staff and external parties to which the office relates. - Ability to work under pressure and restrictive deadlines, in an atmosphere of intense activity, and be able to elicit the same from subordinate staff. - Managerial skills which allows the ability to delegate responsibility. - Excellent analytical ability & research skills. - Strong Customer Service Focus. - Excellent verbal, writing and computer skills. - The ability to communicate competently in another language in addition to English. - A working knowledge and familiarity with computer programs such as Microsoft Word/Excel.
