The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

ITS/Office of the Chief Information Officer (CIO) is recruiting for one (1) Deputy Commissioner of IT M-VI, to function as the Deputy Chief Information Officer (DCIO), who will:

- Be responsible for providing sound technical leadership across ITS by setting enterprise
technical strategy and making executive technical decisions to ensure alignment of the
ITS’ technical vision with agency needs.

- Plan the agency’s technology strategy, and roadmap in alignment with the agency’s
digital business strategy, applying expertise in managing large-scale IT organizations,
so that the agency’s mission can be met with the most effective application of the
latest technologies available.

- Control the utilization of mainstream and emerging technologies, by keeping abreast of,
and applying where appropriate, technological trends, IT industry best practices IT
industry mandates, and applying trendspotting techniques, to advance business strategy.

- Manage the decisions around which technologies to invest in and procure, by building
the business cases that justify those decisions, to drive technology innovation within ITS.

- Define and implement standards and best practices for digital product development, by
applying expertise in those best practices and standards, to facilitate the development
of products that fulfill the agency’s needs and enable maximum availability of ITS
infrastructure and applications.

- Pilot and build digital business platforms and foundational digital capabilities, by engaging
specialist vendors and innovative products, that allow ITS to improve, measurably, its
services to the agency customers and public.

- Direct the strategic design and implementation of an enterprise-wide technology infrastructure,
by managing, directing, and coordinating amongst subordinate senior leaders, such that ITS
infrastructure is kept modern, technological advancements are regularly applied, and therefore
does not pose a risk to the agency’s ongoing operations.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of progressively
more responsible, full-time, satisfactory experience using information technology
in computer applications programming, systems programming, computer systems
development, data telecommunications, database administration, planning of
data/information processing, user services, or area networks, at least 18 months of
this experience must have been in an executive, managerial, administrative
capacity in the areas of computer applications programming, systems
programming, computer systems development, data telecommunications, data
base administration, or planning of data processing or in the supervision of staff
performing these duties; or

2. Education and/or experience equivalent to "1" above. However, all candidates
must have at least a four-year high school diploma or its educational equivalent
approved by a State's department of education or recognized accrediting
organization and must possess at least three years of experience as described in "1"
above, including the 18 months of executive, managerial, administrative or
supervisory experience as described in "1" above.


Preferred Skills

- Experience in software development role, information technology role, or related field management and leadership role managing and leading large teams involved in design, development and delivery of digital business solutions, infrastructure, and networks designing and guiding solution development applying models, tools, and methods integrating solutions designing modular architectures applying lean startup, Agile and DevOps methods. - Extensive experience with technology including but not limited to .Net, C#, SQL, jQuery, Angular, AWS, IIS, GitHub, Jenkins, Node.JS, Java/C. - Excellent analytical and time-management skills. - Business acumen experience digital business literacy expertise in relationships, dependencies and flows of information trendspotting mapping technology to business vision, strategy, and roadmap broad network of business relationships. - Team coaching and mentoring results oriented collaboration and teamwork decisiveness emotional intelligence communication listening and information gathering out of the box-thinking.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
